GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402.
Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the
Clerk of the Board to a majority of the members of the Board of Directors less than 96 hours prior to that meeting
are available for public inspection at 1025 Escobar Street, First Floor, Martinez, CA 94553, during normal
business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one
motion. There will be no separate discussion of these items unless requested by a member of the Board before the
Board votes on the motion to adopt. Each member of the public will be allowed two minutes to comment on the
entire consent agenda.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for public
testimony. Each speaker during public testimony will be limited to two minutes. After public testimony, the
hearing is closed and the matter is subject to discussion and action by the Board. Comments on matters listed on
the agenda or otherwise within the purview of the Board of Supervisors can be submitted to the office of the
Clerk of the Board via mail: Board of Directors, 1025 Escobar Street, First Floor, Martinez, CA 94553 or to
clerkoftheboard@cob.cccounty.us.
Time limits for public speakers may be adjusted at the discretion of the Chair.
The County will provide reasonable accommodations for persons with disabilities planning to attend Board

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
Pursuant to Government Code section 84308, members of the Board of Directors are disqualified and not able to
participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment
contracts), franchises, discretionary land use permits and other entitlements if the Board member received, since
January 1, 2023, more than $250 in campaign contributions from the applicant or contractor, an agent of the
applicant or contractor, or any financially interested participant who actively supports or opposes the County’s
decision on the agenda item. Members of the Board of Directors who have received, and applicants, contractors
or their agents who have made, campaign contributions totaling more than $250 to a Board member since
January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures
must include the amount of the campaign contribution and identify the recipient Board member, and may be
made either in writing to the Clerk of the Board of Supervisors before the subject hearing or by verbal disclosure
at the time of the hearing.

Operations Section Update
Field Operations
▪Vegetation fires have already started with several significant incidents in Antioch and
the Brentwood areas.Residents are reminded to take definitive action to reduce the
threat of wildfire on their properties by removing dead vegetation,cleaning gutters of dry
leaves and debris,and creating defensible space around structures on their property.

Training and Safety Division
▪Academy 60 graduated on May 20 in a ceremony held at the Lesher Center in Walnut
Creek.Thirteen recruits started working as part of our minimum staffing the following
week,bolstering the ranks of our members.
▪The three-week Engineer assessment and training program concluded on May 31.This
is a very labor intensive,but successful,method of assessing and preparing new
Engineers to be ready to fill current vacancies in early June.
Emergency Medical Services (EMS)Division
▪June 17 is the next quarterly meeting with the hospital council and members of
executive leadership from the facilities in our county.Work needs to continue to reduce
patient offload times and this will be the continued focus of this meeting and discussion.
▪Ambulance Patient Offload Times (APOT)continue to be a factor in overall emergency
ambulance program performance.For the last 12 months,most facilities have returned
to approximately the same APOT as April,2023 with variability experienced throughout
the year.A few have had noticeable increases,either at particular times or throughout
the year,which,based on their total daily volume,have added to system performance
pressures and ambulance availability.A 12-month report on APOT accompanies this
report.

Special Operations
▪Fire trail maintenance is moving into portions of west county.Work is completed for the
eastern and central portions of the District.The heavy equipment program has been
working seven days per week to repair and improve fire trails throughout the District
▪A new contract with REACH air ambulance is being drafted which will focus on the air
ambulance aspect of helicopter operations.Aerial firefighting will not be a part of this
new contract and the District is looking at options to fill the need for aerial firefighting
capacity at Buchanan Field to serve the county.
Advanced Planning Section Update
Fire Prevention Bureau
▪Wildfire prevention and preparedness Town Hall meetings were conducted in Pinole,
Concord,Lafayette,Brentwood,and Martinez.These hour-long meetings reinforced the
expectations of residents to prepare their properties for wildfire prevention,highlighted
Measure X programs available to residents and communities,and also served to
support outreach efforts around the draft Local Hazard Mitigation Plan.
▪The deadline to comply with the District’s weed abatement standards was June 3.The
District will have two contractors available to provide abatement services on
non-compliant parcels with compliance inspections that will begin the first week of June.
Administration Section Update
Support Services Division
▪A repeat of information provided in the May Fire Chief’s Report:The District has taken
possession of both of our new tractor drawn aerial ladder trucks.These $2Million
apparatus are expected to go in service at Fire Station 81 in Antioch and Fire Station 92
in Brentwood at the beginning of June.Small ceremonies to commemorate this
investment in our communities are being planned for each station.
▪District staff performed the final inspection of 6 new Type 1 fire engines in Wisconsin in
late May.These engines,with current costs exceeding $1Million each represent
significant investment in our communities and in the District’s apparatus fleet.This
highlights the extent to which the District has committed to provide ongoing funding for
apparatus replacement in intervals closely matching national standards.Each of these
engines will have various in-service dates throughout the summer as they are delivered
to the District in the coming weeks.

Fire Stations /Major Facilities Construction
▪Fire Station 94,Brentwood:(No update from 5/14 report)Design build teams have
delivered presentations and responded to questions.We anticipate final selection in
August.The final selected team will be responsible for taking the design through the
Brentwood Planning Commission.
▪Fire Station 90,Brentwood:(No update from 5/14 report)Alternate sites have been
identified.Staff is working with County Environmental and Real Estate to determine
feasibility.Environmental review will be required.Staff is currently obtaining the
required permission to conduct site testing.
Communications Division
■Plans and preparations are underway to relocate staff from the former admin building to
the current admin building on Port Chicago.This is necessary to facilitate the
demolition work and rebuilding of the communications center,which will be using the
former administration building as the shell to build from.Additional space is being
leased at 4005 Port Chicago Highway to accommodate these staff members for at least
18 months.
■In the most recent review of Emergency Medical Dispatch (EMD)accreditation
performance,the center was performing at 98%compliance with all EMD processes.
This is outstanding performance that represents the professionalism and caliber of our
dispatchers in the EMD process.

Public Information Office
▪The PIO office is busy arranging and planning multiple ceremonies.The ribbon cutting
ceremony of our Byron Wildland Fire Center is scheduled for 12pm,June 6th at the
former Byron Boys Ranch.The traditional fire apparatus “Push-In”ceremony of two of
our new ladder trucks are also scheduled in June.Details are below and all ceremonies
are open and we welcome the public to attend.

Rodeo-Hercules Annexation Discussions
■The Rodeo-Hercules Fire Protection District (RHFPD)is looking at annexation as a
potential option to provide sustainable and improved levels of service to their
community.A lengthy strategic planning process culminated in several RHFPD board
meetings over the last 9 months to review options and possible service delivery models.
■At their May 15 board meeting,the RHFPD board voted 4-1 to move forward with
discussions regarding the concept of annexation.The RHFPD will be holding town hall
meetings on June 18 in Hercules and June 29 in Rodeo to solicit input from the two
primary communities served by their district.More information about the town halls is
available at www.rhfd.org.Following the town hall meetings,the RHFPD board will bring
the discussion of whether to pursue annexation to Contra Costa County Fire to an early
July meeting.
■In preparation for the potential of the RHFPD board making a request to annex into the
Contra Costa County Fire Protection District,staff has completed or is in the process of
completing the following:
○Fiscal analysis of the anticipated revenues and expenses over a five year
period,commencing with July 1,2025
○Requested an actuarial analysis to be performed by CCERA regarding
impacts to the District’s safety pension and unfunded liability
○Discussions with LAFCO staff regarding timelines and process
○Drafting of a service plan
○Assessment of capital apparatus,equipment,and facility needs
○Assessment of labor impacts,including salary,benefits,and MOU
comparison
