(100% State) FPD-RES 2024-9 adopted Motion:Carlson BurgisSecond: C.2 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Halcore Group, Inc. (dba American Emergency Vehicles), in an amount not to exceed $210,100 for the manufacture and sale of one ambulance vehicle and accompanying equipment. (100% CCCFPD EMS Transport Fund) 24-1566 approved C.3 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a memorandum of understanding with the Bay Area Urban Area Security Initiative for the sharing of potential security threats information, distribution of equipment, and training pursuant to the Savings the Cities Program, effective upon execution of the agreement and until terminated by either party. (No fiscal impact) 24-1567 approved C.4 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Bay Area Tree Specialists in an amount not to exceed $250,000 for the abatement of exterior fire hazards, for the period July 1, 2024 through June 30, 2027. (100% CCCFPD General Operating Fund) 24-1569 approved C.6 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment with the California Governor's Office of Emergency Services to extend the term from June 30, 2024 to June 30, 2026, with no change to the payment limit of $445,000, to provide reimbursement of regional hazardous materials response training costs. (100% CCCFPD General Operating Fund) 24-1571 approved C.8 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Fire Chief, a purchase order with TriTech Software Systems in an amount not to exceed $240,000 for the continued annual maintenance of the District’s 911 Computer Aided Dispatch system for the period May 1, 2024 through April 30, 2025. (100% CCCFPD EMS Transport Fund) 24-1572 approved C.9 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Fire Chief, a purchase order with Harris Blade Rental, in an amount not to exceed $70,000, for the rental of two motor graders for use in the annual fire trail maintenance program, for the period April 15, 2024 through June 30, 2024. (100% CCCFPD General Operating Fund) 24-1573 approved C.10 DENY claims filed by Janet Cassell and Felmon Smith.24-1574 approved 4.PUBLIC COMMENT (2 Minutes) There were no requests to speak at Public Comment . Page 3 of 5 3 FIRE PROTECTION DISTRICT Meeting Minutes June 4, 2024 GENERAL INFORMATION The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Directors less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar Street, First Floor, Martinez, CA 94553, during normal business hours. All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board before the Board votes on the motion to adopt. Each member of the public will be allowed two minutes to comment on the entire consent agenda. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for public testimony. Each speaker during public testimony will be limited to two minutes. After public testimony, the hearing is closed and the matter is subject to discussion and action by the Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of Directors, 1025 Escobar Street, First Floor, Martinez, CA 94553 or to clerkoftheboard@cob.cccounty.us. Members of the Board of Directors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member, and may be made either in writing to the Clerk of the Board of Supervisors before the subject hearing or by verbal disclosure at the time of the hearing. Page 5 of 5 5 June 4,2024 TO:Board of Directors FROM:Lewis Broschard,Fire Chief RE:Fire Chief’s Report Operations Section Update Field Operations ▪Vegetation fires have already started with several significant incidents in Antioch and the Brentwood areas.Residents are reminded to take definitive action to reduce the threat of wildfire on their properties by removing dead vegetation,cleaning gutters of dry leaves and debris,and creating defensible space around structures on their property. More information can be found at https://www.cccfpd.org/wildfire-prep/ Training and Safety Division ▪Academy 60 graduated on May 20 in a ceremony held at the Lesher Center in Walnut Creek.Thirteen recruits started working as part of our minimum staffing the following week,bolstering the ranks of our members. ▪The three-week Engineer assessment and training program concluded on May 31.This is a very labor intensive,but successful,method of assessing and preparing new Engineers to be ready to fill current vacancies in early June. Emergency Medical Services (EMS)Division ▪June 17 is the next quarterly meeting with the hospital council and members of executive leadership from the facilities in our county.Work needs to continue to reduce patient offload times and this will be the continued focus of this meeting and discussion. ▪Ambulance Patient Offload Times (APOT)continue to be a factor in overall emergency ambulance program performance.For the last 12 months,most facilities have returned to approximately the same APOT as April,2023 with variability experienced throughout the year.A few have had noticeable increases,either at particular times or throughout the year,which,based on their total daily volume,have added to system performance pressures and ambulance availability.A 12-month report on APOT accompanies this report. 6 Fire Chief’s Report Page 2 of 4 Special Operations ▪Fire trail maintenance is moving into portions of west county.Work is completed for the eastern and central portions of the District.The heavy equipment program has been working seven days per week to repair and improve fire trails throughout the District ▪A new contract with REACH air ambulance is being drafted which will focus on the air ambulance aspect of helicopter operations.Aerial firefighting will not be a part of this new contract and the District is looking at options to fill the need for aerial firefighting capacity at Buchanan Field to serve the county. Advanced Planning Section Update Fire Prevention Bureau ▪Wildfire prevention and preparedness Town Hall meetings were conducted in Pinole, Concord,Lafayette,Brentwood,and Martinez.These hour-long meetings reinforced the expectations of residents to prepare their properties for wildfire prevention,highlighted Measure X programs available to residents and communities,and also served to support outreach efforts around the draft Local Hazard Mitigation Plan. ▪The deadline to comply with the District’s weed abatement standards was June 3.The District will have two contractors available to provide abatement services on non-compliant parcels with compliance inspections that will begin the first week of June. Administration Section Update Support Services Division ▪A repeat of information provided in the May Fire Chief’s Report:The District has taken possession of both of our new tractor drawn aerial ladder trucks.These $2Million apparatus are expected to go in service at Fire Station 81 in Antioch and Fire Station 92 in Brentwood at the beginning of June.Small ceremonies to commemorate this investment in our communities are being planned for each station. ▪District staff performed the final inspection of 6 new Type 1 fire engines in Wisconsin in late May.These engines,with current costs exceeding $1Million each represent significant investment in our communities and in the District’s apparatus fleet.This highlights the extent to which the District has committed to provide ongoing funding for apparatus replacement in intervals closely matching national standards.Each of these engines will have various in-service dates throughout the summer as they are delivered to the District in the coming weeks. 7 Fire Chief’s Report Page 3 of 4 Fire Stations /Major Facilities Construction ▪Fire Station 94,Brentwood:(No update from 5/14 report)Design build teams have delivered presentations and responded to questions.We anticipate final selection in August.The final selected team will be responsible for taking the design through the Brentwood Planning Commission. ▪Fire Station 90,Brentwood:(No update from 5/14 report)Alternate sites have been identified.Staff is working with County Environmental and Real Estate to determine feasibility.Environmental review will be required.Staff is currently obtaining the required permission to conduct site testing. Communications Division ■Plans and preparations are underway to relocate staff from the former admin building to the current admin building on Port Chicago.This is necessary to facilitate the demolition work and rebuilding of the communications center,which will be using the former administration building as the shell to build from.Additional space is being leased at 4005 Port Chicago Highway to accommodate these staff members for at least 18 months. ■In the most recent review of Emergency Medical Dispatch (EMD)accreditation performance,the center was performing at 98%compliance with all EMD processes.
