Bragdon C )sta Director of Community Development Co irty DATE: January 26, 1987 SUBJECT: Consultant Selection for the Countywide General Plan Review Program ------------------------------------------------------------------------------------------- SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND JUSTIFICATION RECOMMENDATION Authorize the Chair to execute a Consulting Services Agreement with Duncan and Jones, urban and environmental planning consultants, to assist in preparation of the countywide General Plan. Authorize the County Administrator to amend the contract as may be necessary, up to a maximum of 10 percent of the total contract amount. FISCAL EFFECTS The cost of the Consulting Services Agreement shall not exceed four hundred and thirty-eight thousand, one hundred and ninety dollars ($438,190) . Approximately two thirds of the total consulting fee would be incurred in the current fiscal year, and one third in F.Y. '87-'88. BACKGROUND On December 16, 1986, The Board authorized the Chair to enter into a consul ting `servi ces agreement with Duncan and Jones, Urban and Environmental Planning Consultants in connection with the Countywide General Plan Revision Program. Staff has since finalized the workscope for the project with the consultant team and has determined that the Board should increase the total amount authorized under the contract from $428,420 to $438,190. In addition, staff recommends that the Board authorize the County Administrator to make such amendments to the contract as may be necessary to ensure timely completion of the project. Such changes should be limited to a maximum of 10 percent of the contract, or $43,800. The reason for this recommendation is that it it possible that the Board or the Planning Congress, with-the advice of staff, may determine that additional alternatives should be explored. Similarly, compliance with the California Environmental Quality Act could require more effort than currently anticipated, necessitating changes in the total consulting services contract amount. Due to the critical path which must be followed in scheduling for timely completion of the program, staff deems it advisable to allow the County Administrator to authorize additional. expenditures if necessary without the time consuming process of going back the Board for authorization. First, the county must pay the licensing cost of the transportation modeling package; about one half of the increase is attributable to this factor. Secondly, refinements in the transportation modeling not originally envisioned, but necessary for validation of the effectiveness of Transportation Systems Management programs, contributes approximately one quarter of the increase. Third, the substitution, as requested by the selection committee, of Don Owen Associates for a portion of the infrastructure financing component previously attributed to Economic and Planning Systems contributes the balance of the difference. A revised breakdown of the costs for the recommended consultant team is as follows: Cost Prime Consultant $157,350 (Duncan and Jones) Transportation Subconsultant 112,980 (Barton Aschman) Civil Engineering Subconsultant 101,420 (Brown & Caldwell ) Fiscal/Financial Agriculture Subconsultants 51,440 (Economic and Planning Systems) Infrastructure Financing Subconsultant 15,000. (Don Owen Associates) TOTAL $438,190 Aquisition of the license is essential to the ability of the County to continue to use the transportation model after the General Plan has been adopted.
