SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AMID JUSTIFICATION
RECOMMENDED ACTION: Refer to the County Administrator' s Office,
the Community Development Department and the Finance Committee for
consideration the matter of a ballot measure for infrastructure and
services in Oakley. ,
BACKGROUND INFORMATION: Pleased refer to attached memorandum,
dated January 21, 1987 to members of the Board of Supervisors
in which I shared my thoughts regarding the need -to prepare a ballot
measure in 1987 for infrastructure and services in Oakley.

timetable regarding the Oakley ballot measure and the involvement of various special
districts in the Oakley area.

SUBJ: BALLOT MEASURE FOR INFRASTRUCTURE AND SERVICES IN
OAKLEY

Like many of you, I was not totally satisfied with
the Ralph Anderson Infrastructure Study for Oakley. I had
hoped and expected that we would have a "ballot ready"
measure and a plan designed -to implement right away the
balance of infrastructure not covered by the ballot measure.
It is critical, in my opinion, that we prepare something for
the ballot in 1987 for infrastructure and services in
Oakley.
The Parks Master Plan should be completed soon and
should be considered as part of this package. In addition,
the Oakley General Plan should be reaching its final stages
in the next few moiths. The Oakley General Plan will be
resolved at least to some degree if not completed in every
detail. Together, these plans will provide a comprehensive
framework for moving ahead with the necessary financing.
Knowing how heavy the workload is in the Community
Development Department, I urge the Board to consider a loan
of around $10,000 to $15,000 to hire a consultant to sort
out what items' should be placed in the ballot measure and
which should be left to the private sector to finance
through the other mechanisms identified in the Ralph
Anderson Report (such as assessment districts and Mello Roos
districts) .
A very significant part of the consultant' s job
must be to work with the community leaders and with the
community in some workshop. forums to build consensus around
the ballot package.

Don Owen has been suggested as an expert in this
type of endeavor. With the successful passage of such a
measure, the county could be reimbursed for the advance of
funds dedicated to this important project.
Look ahead to 1988, I would expect the ballots of
the two general elections very likely dealing with other
"tax" issues. The "Senator Deddeh Bond Act" for state
transportation funds may be on the June 1988 ballot. The
county has a decision of whether or not to plce another
1/2-cent sales tax measure on the same June ballot or wait
until November. My inclination is to place our measure on
the June ballot so that we get the public thinking about and
voting on transportation financing all at once--rather than
in two steps.
I point out these dates because I believe November
1987 is the most likely time for passing a local tax measure
in Oakley without being in conflict with other tax measures.
(By the way, a police services tax vote could also be
considered as part of the Oakley 1987 ballot package. )
It is essential, then, tht the work begin to hire a
consultant and start this process rolling right away.
I will be bringing this before the Board in the
near future and recommending referral to the County
Administrator ' s Office, the Community Development Department
and the Finance Committee for consideration. I would
appreciate any feedback on the idea prior to my bringing it
formally before the Board.
