DATE; County Amendments to Ordinance Adopting
SUBJECT: 1985 Uniform Building Code
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8e BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Subject to the approval of the Building Inspector, direct
County Counsel to amend the draft ordinance adopting the
1985 Uniform Building Code to incorporate the following
requirements in addition to the requirements relating to the
use of fire-retardant materials on new roofs and re-roofings
contained in the draft ordinance forwarded to the Chief,
Consolidated Fire District, by County Counsel on January 13 ,
1987 :
A. Limit the use of area separation walls ( fire walls) to
walls without openings and with a 30-inch parapet;
B. Require smoke management systems in buildings five or.
more stories in height (mid-rise buildings) , or more
than 35,000 square feet in a single floor area;
C. Require automatic fire sprinkler systems in all
buildings more than 10,000 square feet in floor area.
2 . Request County Counsel to return this ordinance to the Board
on March 3, 1987 so that a hearing may be fixed on that date
concerning its proposed adoption.
BACKGROUND:
On October 14, 1986, the Board approved a report from its
Internal Operations Committee directing County Counsel to prepare
an ordinance requiring the use of fire-retardant materials in all
new roofs and in all replacement roofs in the unincorporated area
of the County.
It was apparently the intent of the Consolidated Fire District at
that time to incorporate other fire prevention measures which
would help protect life and property. These issues were not
clearly addressed in the Internal Operations Committee report.
As a result, when our Committee addressed the issue of making

sprinkler systems available in residential developments in our
meeting on February 9, 1987, Chief Maxfield raised the issue of
the need to clarify the scope of the Board' s directions to staff .
As a result, we have agreed with the Chief to recommend that the
above additions be incorporated in the ordinance adopting the
1985 Uniform Building Code in order to address all of these
related issues. Chief Maxfield presented considerable written
material in support of his position. A representative of the
Building Industry Association was present and indicated he had no
objections to these additions.
We have, therefore, agreed to ask the Board to clarify and expand
on their Order of October 14, 1986 in order to incorporate these
additional safety features. County Counsel was present and
indicated that there were no particular drafting problems with
the requested changes.
