Miner, Executive Director Contra Private Industry Council Costa DATE: February 12, 1987 Co�-+* SUBJECT: AUTHORIZING SUBMISSION OF COOPERATIVE AGREEMENT WITH THE CALIFORNIA � DEPARTMENT OF EDUCATION (COUNTY #19-8063-0) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Board Chair to execute, on behalf of the County, the State Education Coordination and Grants (SECG) 8% Funds Cooperative Agreement for Program Year 1986-1987, requesting authorization to expend $28,136 of Job Training Partnership Act (JTPA) 8% funds for the four month period from March 1, 1987 through June 30, 1987; and further, authorize the Executive Director, Contra Costa County Private Industry Council, to make non-substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL IMPACT: None. 100% federal funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: At the beginning of program year 1986-87 (July, 1986) the State Department of Education notified the Contra Costa County Private Industry Council that a total of $109,249 in JTPA 8% monies was available for use in this service delivery area (the County excluding the City of Richmond). At the direction of the State Job Training Coordinating Council (SJTCC), these 8% monies must a) be used only for "GAIN eligible" participants (AFDC recipients), b) only for Basic Skills, GED or ESL (English as a Second Language) and c) must be matched at the local level (either in cash or in-kind). A pilot project which incorporates these requirements has now been developed with the Acalanes Union High School District. This program will provide twenty AFDC (Aid to Families with Dependent Children) with assessment support services, remedial education and computer training and will utilize resources of the Acalanes Union School District, the Mt. Diablo Unified School District and the Contra Costa County Office of Education. A local match of $31,674 will be provided by the school districts involved and the County Office of Education. PIC approval will be formalized at its meeting of Monday, February 23, 1987. In order for this project to begin March 1, 1987, this Cooperative Agreement must be submitted to the State Department of Education by February 28, 1987.
