Spooner, Contracts Administrator f-%- .LC� DATE: February 10, 1987 C"`+" "J SUBJECT: Approval of FY 1986-87 Novation Contract #24-351-5 with La Cheim Residential Treatment Centers SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract , #24-351-5_J with La Cheim Residential Treatment Centers in the amount of $260,094 for the period July 1, 1986 - June 30, 1987 for provision of a six-bed residential treatment program and off-site intensive day treatment programs for mentally disturbed adolescents. This document includes a six-month automatic extension from June 30, 1987 through December 31, 1987 in the amount of $120,047. II. FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for 1986-87 (Org. #5952) , including a $10,094 increase which was provided by the Board of Supervisors for contractor staff cost of living increases (salaries and fringe benefits) . The Contract Payment Limit is funded approximately 90% by State Mental Health funding and 10% County funding, estimated as follows: $234,085 State funding 26,009 County funding $260,094 Total Contract Payment Limit III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing residential and day treatment services under an extension of the FY 1985-86 Contract #24-351-3 and Contract Amendment Agreement #24-351-4. Novation Contract #24-351-5 replaces the eight-month extension under the prior contract . These contract services are a vital and important part of the County's continuum of care for children and adolescents. Children's mental health clinics have long waiting lists of adolescents in need of residential treatment. This Novation Contract provides for the operation of a six-bed treatment facility in Contra Costa County. Presently, the majority of disturbed adolescents must be sent to Napa State Hospital. Approval of the La Cheim Reisdential Treatment Centers Contract will reduce our utilization of Napa beds which is currently one of the highest in the State. It will also provide residential treatment in the community closer to the families , and should enable the adolescents to return home in a much shorter period of time than if sent to Napa State Hospital.
