Project, Inc. for Drug Abuse Program Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the . Chair to execute on behalf of the County, Novation Contract 424-243-10 with R.E.A.C.H. Project, Inc. in the amount of $58,075 for the period July 1, 1986 - June 30, 1987 for provision of drug abuse services in the Antioch and Brentwood area. This document includes a six-month automatic extension from June 30, 1987 through December 319 1987 in the amount of $29,038. II. FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for 1986-87, including a $2,353 increase which was provided by the Board of Supervisors for cost-of-living increases . (salaries and fringe benefits) for contractor's staff. The Contract Payment Limit is funded approximately 84% by State Drug Abuse Program funding and 16% County funding, estimated as follows: $48,548 State Drug Abuse Program Funds 9,527 County Funds in Department Budget $58,075 Total Contract Payment Limit. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing drug abuse program services under an extension of the FY 1985-86 Contract 424-243-7 and Contract Amendment Agreements #24-243-8 and #24-243-9. Novation Contract 424-243-10 replaces the eight-month extension under the prior contract. These contract services are a vital and important part of the County's drug abuse treatment and service program. This program continues to be an effective school/ community based model of services to youth, individuals, and families with drug- related problems in Antioch, Brentwood and other far eastern . county communities . It is a program with a long-standing record of accomplishment and a model for generating community support and funding from such sources as the City of Antioch, Antioch Unified School District, and community based funding sources . This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
