SPECIFIC REQUESTIS) OR RECOMMENDATIONIS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract 424-213-13 with Desarrollo Familiar, Inc. (Familias Unidas Counseling Center) in the amount of $184,830 for the period July 1, 1986- June 30, 1987 for provision of information and referral, consultation and education, and outpatient mental health services for West Contra Costa County. This document includes a six- month automatic extension from June 30, 1987 through December 31, 1987 in the amount of $92,415. II. FINANCIAL IMPACT: This Contract is fully funded in the Health Services Department Budget for fiscal year 1986-87 (org. #5978). including an $8,526 increase which was provided by the Board of Supervisors for Contractor's staff cost-of-living increase (salaries and fringe benefits) . The Contract payment limit is funded approximately 85% by State Mental Health funding and 15% County funding, estimated as follows: $157,576 State (including Federal Block Grant) 27,254 County $184,830 Total III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The County has contracted with Desarrollo Familiar, Inc. since receipt of the NIMH Initial Operations Grant in 1980. The Familias Unidas Counseling Center is the County's only bi-lingual/bi-cultural hispanic mental health clinic. The Center serves approximately 1,000 unduplicated clients a year, providing 3,600 units of service. On December 9, 1986, the Board approved Contract Amendment Agreement #24-213-12 to extend, through February 28, 1987, Desarrollo Familiar, Inc. 's contract. Novation Contract 424-213-13 replaces the prior contract extension and continues services through June 30, 1987, with an automatic extension through December 31, 1987. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
