Spooner, Contracts Administrator t-%- -.la DATE: February 10, 1987 C"`'" '•J SUBJECT: Approval of Novation Contract 4624-259-13 with the Center for Human Development for Substance Abuse and Mental Health Services (NEAT Family Program) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract 4624-259-13 with Center for Human Development in the amount of $264,277 for the period July 1, 1986 - June 30, 1987 for provision of . early intervention substance abuse and mental health services for youth through the New Experiences in Affection and Trust (NEAT) Family Program. This document ,includes a six-month automatic extension from June 30, 1987 through December 31, 1987 in the amount of $132,138. r II. FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for 1986-87, including an $11,814 increase which was provided by the Board of Supervisors for cost-of-living increases (salaries and fringe benefits) for contractor's staff . The contract payment limit is funded approximately 55% by Federal Block Grant Alcohol funding, 40% State Drug and Mental Health funding, and 5% County funding, estimated as follows: $145,352 Federal Block Grant Alcohol Program Funds 45,419 State Drug Abuse Program Funds 58,976 State Mental Health Program Funds 14,530 County Funds $264,277 Total Contract Payment Limit III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing NEAT Family Program services for youth under an extension of Contract 4624-259-10 and Contract Amendment Agreements 4624-259-11 and 4624-259-12. Novation Contract 4624-259-13 replaces the eight-month extension under the prior contract. These contract services are a vital and important part of the County's continuum of care for youth with substance abuse and behaviorally related mental health problems. The program provides a support network for youthful drug and alcohol abusers to stop the use of drugs and alcohol and to improve mental health with six NEAT Family operations throughout Contra Costa County. The program seeks to create an. environment that promotes mental health and strengthens a drug- and alcohol-free lifestyle for young people. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
