February 12, 1987 Co`'" "J SUBJECT: Approval of Novation Contract 424-728-44 with Rubicon Programs , Inc . SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chair to execute on behalf of the County, Novation Contract #24-728-44 with Rubicon Programs , Inc . in the amount of $456 , 298 for the period July 1 , 1986 - June 30, 1987 for provision of administrative services for voca- tional and housing programs , independent living outreach services , and Medi-Cal day treatment program services for men- tally disturbed adults . This contract includes a six-month automatic extension from June 30, 1987 through December 31 , 1987 in the amount of $228 , 000 for the six-month extension period . II . FINANCIAL IMPACT : This Contract is fully funded in the Department ' s 1986-87 Budget (Org. #5942) , including a $14 ,078 increase which was provided by the Board of Supervisors for contractor staff cost of living increases (salaries and fringe benefits) and a $36 , 001 increase in Federal funding in order to maximize the Federal Medi-Cal revenues that are available at no additional cost to the County; the Contract places the Contractor at risk for serving a suf- ficient number of Federally-eligible -clients to earn the Federal Medi-Cal revenue in the Rubicon and Synthesis Medi-Cal day treatment center programs . The Contract Payment Limit is funded approximately 37% by Federal . REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing these mental health program services under an extension of the FY 1985-86 Contract #24-728-41 and Contract Amendment Agreements #24-728-42 and #24-728-43 . Novation Contract X124-728-44 replaces the eight- month extension under the prior contract . These contract services are a vital and important part of the County ' s continuum of mental health services for mentally disturbed adults in the western region of Contra Costa County. This contract may provide day treatment services to judicially committed clients under the County ' s Conditional Release Program ( CONREP) , depending on client needs and referral availability.
