Spooner , Contracts AdministratorCostaDATE: February 12, 1987 COAJ SUBJECT: Approval of Novation Contract #24-364-2 with Neighborhood House of North Richmond , Inc . for the Tri-County Women' s Alcohol Residential Recovery Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-364-2 with Neighborhood House of North Richmond , Inc . in the amount of $153 , 536 for the period July 13, 1986 - June 30 , 1987 for provision of women' s alcohol program services and a 15-bed alcohol residential recovery faci- lity for women and children from Napa , Solano , and Contra Costa Counties . This document includes a four-month automatic contract extension from June 309 1987 through October 31 ,. 1987 in the amount of $52 , 000 . II . FINANCIAL IMPACT : This contract is fully funded in the Health Services Department Budget for 1986-871 including $3 , 536 which was provided from the Alcohol Program Budget for cost-of-living increases ( salaries and fringe benefits) . The Contract Payment Limit is funded approximately 98% by Federal Block Grant "Women' s Program Services " funds (allocated to the County by the State Department of Alcohol and Drug Programs) and 2% County funding , as follows : $150, 000 Federal Block Grant funding from the State 3, 536 County funding $153 , 536 Total Contract Payment Limit III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing these women ' s alcohol program services under an extension of the FY 1985-86 Contract #24-364 and Contract Amendment Agreement #24-364-1 . Novation Contract #24-364-2 replaces the eight-month extension under the prior contract . The State Department of Alcohol and Drug Programs (Division of Alcohol Programs) has granted Federal Block Grant monies for new women' s services on the basis of a highly com- petitive Request for Proposal in FY 1985-86 . Neighborhood House of North Richmond , Inc . submitted the proposal which was selected for funding by the State for a 15-bed recovery home to serve Contra Costa , Napa , and Solano Counties. Contract 424-364-2 Board Order Page 2 The State chose to allocate the money for these services through our County Alcoholism Allocation contract mechanism rather than allocating the funds directly to the provider . Under the State- approved proposal , Neighborhood House of North Richmond , Inc . will subcontract with Bi-Bett Corporation which will actually operate the program and provide the services . This contract represents one of the only programs which provides services to one of the County ' s most underserved populations ; i .e . , women with alcoholism problems , and especially to women with children . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department) .
