SUBJECT: Approval of Novation Contract #24-133-18 with La Cheim School, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the County, Novation
Contract #24-133-18 with La Cheim School, Inc. in the amount of $339,354 for the
period July 1, 1986 - June 30, 1987 for provision of day treatment and schooling
for an ongoing census of 18 emotionally disturbed adolescents . This document
includes a six-month automatic contract extension from June 30, 1987 through
December 31, 1987 in the amount of $169,677.
II. FINANCIAL IMPACT:
This contract is fully funded in the Health Services Department Budget for 1986-87
(Org. #5952) , including a $12,705 increase which was provided by the Board of
Supervisors for cost-of-living increases (salaries and fringe benefits) for
contractor's staff. The Contract Payment Limit. is funded approximately 86% by
State Mental Health funding and 14% County funding, estimated as follows:
$290,845 State funding
48,509 County funding
$339,354 Total Contract Payment Limit
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On December 10, 1985 the Board approved Contract #24-133-15 with La Cheim School,
Inc. for day treatment and schooling for disturbed adolescents. On June 24, 1986
and December 9, 1986 the Board approved Contract Amendment Agreements continuing
the contract services through February 28, 1987. Novation Contract #24-133-18
replaces the eight-month extension and continues these services through June 30,
1987, with an automatic contract extension through December 31, 1987.
The contract funds the intensive day treatment program for troubled adolescents for
whom there is no other intervention alternative. The program maintains an ongoing
census of 18 youth and serves approximately 28 minors per year.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
