HomeMy WebLinkAboutMINUTES - 02241987 - 1.53 r� To: BOARD OF SUPERVISORS ( 3 FROM: Phil Batchelor Contra County Administrator Costa DATE' February 18,. 1987 County SUBJECT: Legislation: Assembly Bill 525 ( Stirling) SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of opposition . to AB 525 by Assemblyman Larry Stirling which would require the Department of Water Resources to proceed immediately to construct Delta facilities of the State Water Project ( SWP) and expressly authorize those facilities to include an isolated canal to transport water through or around the Delta. . The bill also calls for the State Water Resources Control Board (SWRCB) to conduct studies on the protection of reasonable and beneficial uses of water in San Francisco Bay. The SWRCB would be required to report on its progress no later than January 31, 1990. Negotiation of a contract with the Department of Fish & Game and the Suisun Resource Conservation District to mitigate the impacts of the project is also provided in the bill. BACKGROUND: This bill calls for new Delta water transfer facilities, including an isolated canal, without the prerequisite guarantee of numerous environmental and water quality protections outlined in previous County positions. It is, therefore, recommended that the Board oppose AB 525.
