THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on February 10, 1987, by the following vote:
AYES: ' Supervisors Powers, Fanden, Torlakson and McPeak

SUBJECT: Community Development Block Grant Funds for 1987-1988
This being the time noticed for hearing the Housing and
Community Development Advisory Committee' s recommendations for use of
the County' s 1987-1988 Community Development Block Grant funds; and
B. Palmer Riedel, Chairman of the Housing and Community
Development Advisory Committee, reviewed the Committee' s
recommendations, procedures and the rationale for its decisions,
stating that the Committee ' s recommendatons include consideration for
48 of the 67 proposal' s received.
Supervisor Torlakson requested inclusion .of the lighting at
the Babe Ruth Little League Field in Antioch and funding for restroom
facilities for the Antioch Senior Center Expansion.
Larry Greer, 2209 Macdonald Avenue, # 207, Richmond,
representing the Green Pastures Church, urged a grant to provide
affordable homes in North Richmond, and urged that the project be
negotiated rather than using the Request for Proposal (RFP) process
because they felt the RFP process would add dollars ,in planning costs
that could go to providing affordable homes.
Frank Stone, representing the City of Antioch, spoke on
behalf of the Babe Ruth Little League Field and the Senior Center
Expansion in Antioch.
Connie Clark, representing the Antioch Babe Ruth Little
League, urged inclusion of their request for funding for lights.
Supervisor -Torlakson suggested that the Housing Authority be
contacted to see if it is feasible to use some of their funds as a
source for leveraging funds for the Babe Ruth lighting project.
Chairwoman McPeak advised that there are major concerns that
there may be a reduction in the total fund by the Federal Government.
Steve Brooks, 108 Castle Hill Ranch Road, Walnut Creek,
representing Project SEED, an advanced program in mathematics for
elementary school children in North Richmond, urged funding of the
Project SEED program in the amount of $19,440.
Mno Grant, 53 E. 13th Street, Antioch, appeared in favor of
funding the restroom addition to the Antioch Senior Center.
The Chair read a statement from Guity Kiani, 1371 Detroit
Avenue, Concord, urging funding for the Center for New Americans.
No one else have appeared to speak on the matter, the Chair
declared the hearing closed.

Supervisor Powers submitted a letter from Nate Evans,
Chairman, North Richmond/Iron Triangle Area Council, expressing
support for Joseph Barrett' s automotive training program and urging
funding through Block Grant Programs contingency funds.
Supervisor McPeak submitted a letter from the City of
Hercules expressing support of the applicaton by the City for a Senior
Citizens Center.
Supervisor Powers suggested that the matter be referred to
the Board' s Finance Committee to review and to also consider the
possibility of a reduction in total project funds available and how
such a reduction would impact the projects which are recommended for
funding. Supervisor Powers also suggested eliminating the funding for
the Legal Services Foundation for housing counseling and putting that
amount in the contingency fund.
Board members discussed the matter further and suggested
review of effects of an across-the-board reduction in funding.
IT IS BY THE BOARD ORDERED THAT the recommendations of the
Housing and Community Development Advisory Committee for use of the
County' s 1987-1988 Community Development Block Grant funds are
REFERRED to the Finance Committee for review and report to the Board
on February 24 , 1987 . It was noted that the Finance Committee will
consider this matter on February 18,; 1987 at 3 : 00 p.m.
