Direct the County Administrator' s Office to prepare testimony from the Board of Supervisors and authorize the Chair to testify on behalf of the Board of Supervisors. BATES °���• MEMBER OF THE ASSEMBLY -{{•'� �; TWELFTFI DISTRICT CHAIR STANDING COMMITTEE ON HUMAN SERVICES The Assembly Human Services Committee will hold the state' s first hearings on family policy, "The Changing Family to the Year 2000: Planning for Our Children ' s Future," on Saturday, March 21 in San Francisco. Designed to examine the structural , demographic and economic changes transforming California families , the hearing will involve policymakers , community organizations , business and labor leaders and , of course , families themselves to begin to craft a genuinely "pro-family" policy agenda. American families no longer conform to our nostalgic notions of a full -time , stay-at-home mother and a full-time , breadwinner father raising two children. Despite the pro-family rhetoric of many politicians , the United States lags far behind all other industrial nations in family support policies -- like affordable child care , parental leave , flexible work schedules, family allowances and employment security -- to allow parents to bring in an adequate income while balancing work and family commitments . That policy vacuum is fast creating a crisis , given the dramatic changes in family structure, demography and economic stability that have become evident in recent years (see attached Fact Sheet) . The March 21 hearing will provide an overview on how these social and economic transforations are affecting California families , and how public policy can better address contemporary family concerns. The hearing agenda will feature four panels: Changing Family Structure, Changing Family Pop-ulations , -Changing Family Economics and Family and Mork: Easing the Conflict. Confirmed speakers include: ° Congressman George Miller (D-CA) , Chair of the Congressional Select Committee on Children. Youth and Families Alice Ilchman , President, Sarah Lawrence College and co-chair of the Family Policy Panel of the United Nations Association - USA Economic Policy Council . ° Ray Marshall , former U.S. Secretary of Labor and currently the Bernard Rapoport Professor of Economics and Public Affairs at the University of Texas - Austin • John Sweeney, International President, Service Employees International Union and co-chair of the Family Policy Panel of the United Nations Association - USA Economic Policy Council . Other panelists include business leaders , demographers , state elected officials , social service providers , and individual families , all coping with dramatic changes in the way Californians live, work and raise their children.
