HomeMy WebLinkAboutMINUTES - 02101987 - S.6 TO: BOARD OF SUPERVISORS FROM: Supervisor Sunne Wright McPeak Contra Costa DATE: Introduced February 3, 1987 for Action on County February 10, .1987 SUBJECT: Homeless Revolving Fund and a Challenge 'Grant from Contra Costa County to Hands Across America SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize County Administrator' s Office to pursue a two-part "challenge grant" proposal from Contra Costa County to Hands Across America for the Homeless Revolving Fund ( for first and last month' s rent) that will emphasize the need for a public private partnership to address the plight of the homeless. The two parts of the "challenge grant" request would be: 1. Request Hands Across America donate the $2, 200 contributed by Hands Across Contra Costa on the basis that the Contra Costa Board of Supervisors would match the amount to the Homeless Revolving Fund. 2. Challenge Hands Across America to match private sector dollars raised for the Homeless Revolving Fund on a 1: 5 basis ( for every $5. 00 raised by the private sector, $1. 00 would be contributed by Hands Across America) up to $10,000 provided Contra Costa County matched the Hands Across America donation on a dollar for dollar basis. If the Board of Supervisors approves the above recommendation, the County Administrator' s Office should consult the Homeless Task Force, the Office on Homelessness, and the local Hands Across America Advisory Board member, Barbara Cross, for input and advice. BACKGROUND Last year, Hands Across Contra Costa raised net about $22,000 for the homeless and hungry, of which 100 or about $2, 200 was donated to Hands Across America. The remaining amount was divided: $10, 000 to the Task Force on the Homeless to start the Office on Homelessness; and $10,000 to the Community Food Coalition. The first part of the "challenge grant" would generate about $4,400 to the Homeless Revolving Fund ( $2,200 from Hands Across America and $2,200 from Contra Costa County) . The second part of the grant would raise as much as $70,000: $50,000 from the private sector, $10,000 from Hands Across American and $10,000 from Contra Costa County.
