BACKGROUND: Under existing law, the State Department of Health Services administers grant programs to establish diagnostic and treatment centers for Alzheimer' s patients and also administers grant programs for research to discover the cause of and a cure for Alzheimer' s disease. Under current law, these grants are required to be reduced by the amount of any available federal funds. At the Board meeting on February 3rd, Supervisor Fanden indicated her wish that the Board go on record in support of SB 139. Senator Mello has introduced SB 139, which makes the following changes in existing law: 1. SB 139 deletes the requirement that the grants be reduced by the amount of available federal funds. 2. The bill requires that the grant funds be used first to maintain and prevent program cutbacks to existing centers. 3 . The bill expands the grant program for research purposes to include the treatment, prevention, incidence, and prevalence of Alzheimer' s disease and also adds related disorders for research purposes. 4 . (continued) diagnostic and treatment centers and for the research grants, and specifies information which is to be reported to the Legislature. 5. The bill appropriates $5 million for these two grant programs. The Board has been concerned with the prevalence of Alzheimer' s disease and the lack of facilities specializing in the diagnosis and treatment of Alzheimer' s disease and related disorders. SB 139 would authorize any post secondary higher education institution with a medical center to establish a diagnostic and treatment center. To the extent that SB 139 would expand the facilities for the diagnosis and treatment of Alzheimer' s disease, and would also expand the ' research capability of the universities to discover the cause of Alzheimer' s disease, it deserves the Board' s support and we, therefore, recommend that the Board go on record in support of SB 139.
