Finance Committee FROM: C="�Wl� � t ,��,�} February 4, 1987 a DATE'. 1/ fv ty SUBJECT: BOARD REFERRAL ON PUBLIC EDUCATION EFFORT FOR NEW LANDFILL SITE "' SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Direct the Community Development Department to develop preliminary cost estimates for the implementation of a public education program in matters of waste disposal waste management issues and options and the selection process for the new county landfill site. 2. Direct the Community Development Department to present a status report on the plan and estimated costs to the Finance Committee by its' March 9th meeting. �I 3 . Direct Community Development staff to pursue funding of the costs of such a plan through contributions by those private agencies engaged in solid waste disposal and landfill operations. 4. Approve Community Development staff ' s soliciting external consultation in developing a comprehensive approach to solid waste disposal and management as well as the proper type of public education program on these matters. 5. Accept this Committee' s referral to Internal Operations of the need for a technical subcommittee of the Blue Ribbon Task Force on Landfill Operations. Such a subcommittee would work with staff on the implementation of the public education program. 6 . Authorize Supervisor Schroder to engage in external discussions with staff and members of the solid waste disposal and management industry. 7 . Authorize county staff to pursue contact with cities and sanitary districts to share information on solid waste management concerns. FINANCIAL IMPACT: The cost of the public education plan is unknown at this time. The breath of the plan will cover all educational activities associated with county-wide education about solid waste issue and options. County staff will pursue funding sources which provide for a majority participation by those private agencies engaged in solid waste concerns within the county. The Grand Jury recommended that the plan be an incorporation of techniques involving various multi-media presentations. On September 9, 1986 , the Board of Supervisors adopted a response to concur with the Grand Jury' s recommendation. Additionally, the Board authorized the Internal Operations Committee to assume responsibility for a county-wide public education program on the subject of solid waste disposal and landfill sites. This responsibility was discharged to the Blue Ribbon Task Force on Landfill Options. This subject has also been referred to the Finance Committee for discussion on an appropriate plan of action and identi- fication of funding services. Although, the issue of a new Landfill site selection is paramount concern, it is only an integral part of a larger concern. That concern is the promotion of county-wide education about solid waste issues and options which could cover: O landfill sites 1 0 recycling O waste to energy plants 0 garbage collection techniques 0 composting 0 efficient equipment and facility design for solid waste collec- tion and disposal Solid Waste disposal and management is of concern to cities, sanitary districts and the County. Only by cooperation and compromise will the difficult economic, environmental and political problems concerning solid waste be resolved. -2-
