SUBJECT: Approval of Novation Contract #24-315-7 with
Young Men's Christian Association of West Contra Costa
SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the County, Novation
Contract #24-315-7 with Young. Men's Christian Association of West Contra Costa in
the amount of $81,683 for the period July. l, 1986 - June 30, 1987 for provision of
on-school-site counseling/therapy services for emotionally and behaviorally
disturbed students in selected junior high schools in the Richmond Unified School
District. This document includes a six-month automatic contract extension from
June 30, 1987 through December 31, 1987 in the amount of $40,842.
II. FINANCIAL IMPACT:
This contract is fully funded in the Health Services Department Budget for 1986-87
(Org. #5952), including a $4,107 increase which was provided by the Board of
Supervisors for cost-of-living increases (salaries and fringe benefits) for
contractor's staff. The Contract Payment Limit is funded approximately 84% by
State Mental Health funding and 16% County funding, estimated as follows:
$68,220 State funding
13,463 County funding
$81,683 Total Contract Payment Limit
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On December 3, 1985 the Board approved Contract #24-315-4 with Young Men's
Christian Association of West Contra Costa for counseling/therapy services. On
June 24, 1986 and December 9, 1986 the Board approved Contract Amendment Agreements
continuing the contract services through February 28, 1987. Novation Contract
#24-315-7 replaces. the eight-month extension and continues these services through
June 30, 1987, with an automatic contract extension through December 31, 1987.
The contract funds the "Y Team" program which provides mental health services for
emotionally and behaviorally disturbed students and their families in selected
junior high schools in the Richmond Unified School District.
This document ,has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department).
