SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Adopt a position of support for SB 176 by Senator Deddeh which
would require the Governor to submit to the Legislature at the
time he submits the budget to the Legislature a transportation
funding plan for the next six years, including specified
information.
BACKGROUND:
Senator Deddeh has introduced SB 176 as part of a comprehensive
package of transportation legislation. SB 176 would require the
Governor, beginning with the 1989-90 fiscal year, and every other
year thereafter, to submit to the Legislature a transportation
funding plan. The plan must cover the next six years. The
Legislature is required to amend the plan as they wish and adopt
it as a statement of State policy relative to transportation
programs. The plan must include the following elements:
1 . A listing of planned expenditures from the State
Highway Account and the Transportation Planning and
Development Account for State highway and public
transportation purposes.
2. Include a listing 'of planning expenditures by specified
program categories for each of the next six fiscal
years, beginning with the 1990-1991 fiscal year.
3 . It must specify the relevant criteria used in preparing
the plan, including the estimated available federal
funds, the State' s economic conditions, the population
growth rate, and the rate of inflation.
4 . It must specify the sources and amounts of State funds
needed to fully fund the plan, and if current revenue
sources are not adequate to identify new revenue
sources, including proceeds from the sale of bonds, and
the amount available from each such source.

5 . The plan must specify the amount and dates for the sale
of any bonds if they are necessary to fully fund the
plan.
6 . The plan, finally, must specify all changes in State
and local policies and procedures that need to be
modified in order to implement the plan.
This type of comprehensive approach to transportation funding
appears to be essential in order to begin to solve our
transportation problems at the State level. In order to provide
support for this type of long-range transportation funding, it is
recommended that your Board support SB 176 .
