NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 87/79 SUBJECT: Request to State Coastal Conservancy for a Grant for Implementation of Marsh and Riparian Enhancement and Recreation Features on the Wildcat/San Pablo Creeks Improvement Project, Richmond Area, WHEREAS, the salt marshes in the mouth of Wildcat/San Pablo Creeks are valuable, natural resources and have potential value for public recreation, WHEREAS, Contra Costa County Flood Control and Water Conservation District (the District) is the local sponsor for the U.S. Army Corps of Engineers (the Corps) Wildcat/San Pablo Creeks ' flood control project, WHEREAS, a Design Team consisting of staff of the District, the Corps, a consulting hydrologist, and other interested parties, including staff of the State Coastal Conservancy, have designed a flood control plan that will protect and enhance the marshes and have optional components that would provide additional marsh enhancement and recreation facilities, WHEREAS , the Board of Supervisors of Contra Costa County adopted a Resolution on February 19, 1986, endorsing the Design Team plan and the concept of incorporating the additional marsh enhancement and recreation facilities into the flood control project, WHEREAS, the District's sources of funds for the flood control project are the San Pablo Creek Assessment District, Flood Control Zone 7 and limited funds from Flood Control Drainage Area 73, WHEREAS, the Design Team changes to the project have increased costs beyond the District's current funding capability for the project before including the marsh enhancement and recreation feature work, .NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County HEREBY request that the State Coastal Conservancy provide a grant to the District for implementation of the marsh and riparian enhancement and recreation features of the flood control plan, and AUTHORIZED Supervisor Powers to present to Coastal Conservancy meeting in Santa Barbara on February 22 , 1987.
