SUBJECT,: AMENDMENT TO OAKLEY GENERAL PLAN TO DISTINGUISH
SPHERES OF INFLUENCE OF ANTIOCH AND BRENTWOOD
SI°ECIFIC RE EST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Direct Community Development Department
staff to amend all maps and any reference to the boundaries of the
Oakley project area to reflect the spheres of influence of Antioch and
Brentwood.
' BACKGROUND INFORMATION: 'My memorandum '(,attached) of dated
July 9, 1987, to Harvey .Bragdon, Community Development Director, I
called attention in Point #3 to the need to "change all maps in this
General Plan Amendment to clearly distinguish the areas in the plan
that are in the spheres of influence of Antioch or Berntwood. "
I met with Karl Wandry and Harvey Bragdon and the Brentwood
City Councilk on August 11 where the items contained in my July 9
memorandum were` further discussed. Staff indicated to me that all
future maps would be modified to reflect the spheres of influence.
During this meeting, it was determined that it would not be necessary
to implement Point #1 which suggests changing the title of the report
to "Oakley Area/North East County General Plan" but that the other
points of my memorandum would be implemented.
These are small clarifying changes which can be handled in a
"clean-up" amendment for the Oakley Area General Plan. Some of these
items can be handled administratively. While these points may seem
small in one respect, they are very significant to the City of
Brentwood and are of high concern to myself and- the city council. In
fact, city council members have expressed anger again over this issue
when they saw the Notice of Public Hearing of November 10 in the
Brentwood News which included a map that does not reflect the spheres
of influence ( attached) . I found -staff ' s lack of follow-through in
this relatively simple matter extremely frustrating and unacceptable.

SUBJECT: "OAKLEY AREA GENERAL PLAN"
Following are suggested additions or modifications to
the "Oakley Area General Plan" :
1. Change the title of the report to "Oakley Area/North
East County General Plan"
2 . Add a 11 : 11 after the report title as follows:
"Amendment for the Oakley Community and the Northerly
Sphere of Influence of Brentwood. "
3 . Change all maps in this General Plan Amendment to
clearly distinguish the areas in the plan that are in
the spheres of influence of Antioch or Brentwood.
(This could be done by simply using a series of
diagonal parallel lines or some kind of cross
hatching. )
4 . Somewhere in the text of the plan, a specific estimate
of the number of housing units for the Oakley Community
(co-terminous with OMAC boundaries) should be spelled
out and distinguished from the total number of housing
units projected in the plan area.
5 . - Additional text should be included which clearly states
the following basic message -- "The sphere of influence
of Brentwood extends into this general plan amendment
area to its northerly terminous along Delta Road-Neroly
Road east-west alignment. "
6 . This statement needs to be coupled with #5 above --
"The plan recognizes and supports the land uses called
out in the city general plans of Antioch and Brentwood.
Every effort has been made to establish compatible land
use designations for the cities ' plans and this plan.
The Board of Supervisors has established a policy that
the cities shall be closely consulted on any
development proposals in their spheres of influence.
The spheres of influence of the cities shall be
respected.

Dear Tom:
The City Council at their meeting on November 10, 1987, directed
that I once again express their extreme displeasure with the
County continuing to show a portion of Brentwood's Sphere of
Influence as being part of the Oakley Area General Plan.
Further , the Public Hearing announcement in the Daily Ledger
indicated that the entire area is to be rezoned. Was it the
intent to do this without City of Brentwood input? To the best
of our knowledge, we were not notified of this hearing, nor have
we been given any opportunity to comment on this matter.
The assurances given to the City Council by Harry Bragdon and
yourself that Brentwood's Sphere would be clearly indicated in
all public presentations and announcements, and that the City
would be fully appraised and consulted as the Oakley General Plan
process progresses, continue to be only hollow promises ( in the
opinion of the City Council). To continue to express the City's
position further in writing would be to belabor the point.
Representatives of Brentwood will attend the November 23rd
hearing to publicly present the above concerns.
