RECOMMENDED ACTION: Direct the Community Development staff
to develop appropriate closure requirement language pertaining to
existing Antioch landfill and to include this language in any land use
permit conditions for a landfill site for the Garaventa property.
BACKGROUND INFORMATION: Having worked 'on the problems of
the existing land fill sites in Antioch since the early 1970 ' s, I have
always believed that the proper planning was not done in allowing
housing developments to move so close to the land fills and to the
industrial chemical operations along Paso Corto Road--now renamed
James Donlon Blvd.
While having voted against additional housing projects in
the vicinity of the current land fill operation (GBF) as a city
councilman for Antioch in the late 1970 ' s, I . have long been in favor
of closing out the current Garaventa site as soon as possible. As I
understand it, the Solid Waste Plan, just recently adopted by the
Board of Supervisors and the cities, calls for utilization of this
site and the. West County Sanitary Landfill to handle solid waste now
going to Acme Fill if disposal in another county is not allowed, or
not allowed by the time Acme Fill reaches capacity. This will greatly
accelerate the closure of the GBF site.
In any event, since there is some uncertainty as to the timeframe
and schedule of the full utilization and closure of the sites along
James Donlon Blvd.., there should be in any land use permit for a new
site operating or owned by the Garaventa family a condition requiring
cooperation in closure. This requirement should include accepting
garbage from other haulers at comparable rates to what GBF charges the
Garaventa hauling companies. As I understand it, one of the major
reasons the City of Antioch has not utilized continually the GBF site
in the past has been the costly extra charges the Garaventa companies
would apply to the Pleasant Hill Bayshore Disposal Company.
Therefore, language should be developed that assures the appropriate
closure of the current GBF site in Antioch in as timely a fashion as
possible and with a reclamation and closure plan consistent with the
desires of the City of Antioch.

The Board discussed whether it would be appropriate to put. the conditions requeste3—on
the L'and Use Permit or on the Development Agreement for the proposedlandfill site.
It was determined to direct Community Development to develop appropriate closure requirement
language pertaining to the existing Antioch landfill for inclusion in the Land Use Permit
conditions AND/OR the Development Agreement for the pending landfill site application for the
Garaventa property. ,
