Listed below are the primary duties of the sub- ject positions. A. 20/40 MHTS-B Level 1 . Provide supervision as well as individual and group psychotherapy to a case- load of between 6 and 10 clients released on outpatient status pursuant to Section 1604 of the Penal Code. 2. Serve as case manager for this caseload. The case management function includes placement in out-of-home residential facilities, home visits, con- sultation with other providers as well as family members related to the client, and crisis intervention services. 3. Submit required reports to the court, including quarterly reports, recommen- dations for renewal of outpatient status, and requests for revocation. 4. Conduct evaluations of judicially committed patients referred by the courts for possible release on outpatient status. Such evaluations include review of all relevant court and psychiatric documents, interview with the patient, and transmission of a full written evaluation to the court. 5. Testify in court hearings regarding court-ordered evaluations, as well as other recommendations to the court. 6. Participate in weekly staff meetings of the Forensic Mental Health Unit. On a periodic basis, present annual assessment summaries on individual clients being served. 7. Complete all required reports and paperwork associated with the above duties. 8. Conditional Release Program (Org. #5967) REQUESTED ACTION: 1. Establish one (1) 20/40 Mental Health Treatment Specialist-B Level position, flagged for Licensure Code 67, Criminal Justice Specialty Code 8J. 2. Establish one (1) 20/40 Clerk-B Level position. FINANCIAL IMPACT: The Conditional Release Program is 100 percent State funded through an annual contract between the State Department. of Mental Health and the County. The Fiscal Year 1987-88 contract, which is being submitted to the Board concurrent with this request, provides for additional funding for expanding services and staffing, due to an increase in the patient caseload. There is no financial impact on the County. BACKGROUND: Contract #29-331-3 (State Contract 87-78168) between the State Department of Mental Health and the County provides $525,046 of State funds to the County for continuation of the Conditional Release Program, which provides for mandatory supervision and treatment of certain persons being released from the State Hospital to the community. This fiscal year 1987-88 contract includes an increase of $17,594 over the previous fiscal year for expansion of services from a caseload of 40 to a new caseload of 44 patients. The contract budget also includes adjustments to provide for additional salary expenses, with offsetting reductions in operating expenses and indirect costs. RA:cls Disk: CO-7 (MEMO-30) I .
