RYDINGSWORD, DIRECTOR Contra Social Service Department Costa DATE: December 3 , 1987 County SUBJECT: SUPPORT OF ADOPTION OF HR 1720 - THE FAMILY WELFARE REFORM ACT OF 1987 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• That the Board of Supervisors go on record as supporting the adoption of HR 1720 - "The Family Welfare Reform Act of 1987" . Further, that the Board authorize the Chair to send a letter to Congressman George Miller advising him of the Board' s support for HR 1720, and outlining the importance of HR 1720 to Contra Costa County both in implementing the GAIN Program and in providing needed assistance to AFDC families to reduce dependency on government and to obtain gainful employment. BACKGROUND: HR 1720 - "The Families Welfare Reform Act of 1987" establishes a National Education, Training, and Work Program (NET-WORK) which will provide $5. 2 billion Federal monies to States for support of AFDC families on activities including 1) high school, remedial skills, and job training education; 2) job search; and, 3 ) job placement. Additionally, HR 1720 allows increases in child care costs from $160/month per child to $200/month per child under 2 years old and to $175/month per child over 2 years old. In California, 21 counties have implemented the GAIN Program and 15 counties have administered to clients the Basic Literacy and Math tests. These counties have found that between 50% to 66% of the AFDC-GAIN clients require. remedial education. Contra Costa County will implement GAIN beginning in March, 1988 with 5500 AFDC clients enrolled under the GAIN program. Training programs are anticipated to be, given the data from other Counties, a major critical need for the majority of our clients. Programs which sustain a family during training and job search/placements activities are important in assisting Contra Costa County with our efforts to help our families attain self-sufficiency.
