SUBJECT: Use of the Concord National Guard Armory for the Homeless
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Agree to open the Concord National Guard Armory for the use
of the homeless between December 29, 1987 and January 12,
1988 .
2. Approve and authorize the Director, Office of Emergency
Services to execute on behalf of the County a contract with
the State of California to permit the opening of the Armory
to the homeless.
3 . Request the County Administrator to report to the Board of
Supervisors January 12 on the need to continue the use of
the Armory to house the homeless.
4 . Extend the cutoff date for matching funds for the homeless
from December 31, 1987 to January 31, 1988 in order to allow
time for all donations to be received and accounted for.
5. Direct that funds raised by the West County Homeless House
Tour and Fundraising efforts and the corresponding County
match be allocated as directed by Supervisor Tom Powers
among the Richmond Rescue Mission, Volunteers of America and
the SHELTER, Inc. Housing Crisis Fund for Richmond
applicants. Southside Community Center should also be
considered for funding.
6 . Direct that funds raised by the "Winter Shelter Fund, "
"Dollars for the Homeless" and all other countywide homeless
fundraising efforts by the community sent to the Concord
Post Office Box or otherwise designated for Winter Relief
and the corresponding County matching funds be allocated as
follows:
A) 50% toward the operation of the Concord National Guard
Armory for winter shelter.

for programs for the homeless.
BACKGROUND
On December 1, 1987 the Board directed that several actions be
taken. Among these was setting December 31, 1987 as the cut-off
for County matching of funds raised for the homeless. In
addition, the FEMA Advisory Board was authorized to be
responsible for distribution of the funds that were raised,
one-half to be used for winter shelter and one-half for motel
vouchers and first month rent programs.
The following events have occurred since the December 1, 1987
report to the Board on the homeless. First, the Governor has
made the National Guard Armories available to counties as
shelters for the homeless whenever the temperature falls below 40°.
In this County the Red Cross has agreed to manage the Concord
Armory for the County for a pilot period to see what response
there is. Arrangements have been made with Health Services,
Social Services and the Office of Emergency Services to provide
staff, equipment and supplies to support the Red Cross' efforts.
Plans are ready to open the Armory on a trial basis December 29
providing the Board approves of the plans.
Second, the Homeless Management Team has recommended that the
deadline for receipt of contributions to qualify for County
matching funds be extended to January 31, 1988 on the basis that
many funds have been raised by various volunteer groups in the
community but not all funds have been received by SHELTER, Inc.
The additional 30 days will provide adequate time to see that all
funds have been received.
Third, the FEMA Advisory Board has met and recommended the
allocation of funds consistent with the Board' s order of
December 1 . In discussion with Carol Severin, Executive Director
of SHELTER, Inc. at the Board meeting the Board agreed to reword
the FEMA Advisory Board' s third recommendation (recommendation #7
above) to clarify that all funds received by SHELTER, Inc. which
were intended for use for the homeless were subject to County
match except for major industry and government agency donations.
A copy of the reports from the County Administrator' s Office, the
Homeless Management Team and the FEMA Advisory Board are
attached.
