Adopted this Order on December 1, 1987 by the following vote:
AYES: Supervisors Powers, Fanden, Torlakson and McPeak
NOES: None
ABSENT: Supervisor Schroder
ABSTAIN: None
SUBJECT: Position Supporting Advisory Election On The Proposed
BART-Colma Station.
The following item was brought to the attention of Board members
after the agenda was posted and the Board unanimously agreed on the
need to take action.
Barbara Neustader, Transportation Planning Director, reported to
the Board of Supervisors on a meeting with Contra Costa County Staff
and Bay Area Rapid Transit (BART) staff the week before Thanksgiving
to discuss the situation on the proposed BART-Colma Station, and
commented that both staffs had been in contact since the beginning of
this matter and will continue to maintain contact. Ms. Neustader also
commented on the meeting the Tuesday before Thanksgiving of the BART
Public Information/Legislation Committee and that the committee would
pass on to the full BART Board a request for an advisory election on
the June 88 ballot and read the language approved by the committee,
and that the full Board was to consider this matter on Thursday of
this week, and would also be dealing with the Contra Costa County
request and other requests for reconsideration of the principles of
agreement with the County of San Mateo.
Supervisor McPeak asked the Board whether they wished to have a
position that the Board would support on the advisory vote represented
at the Thursday BART Board meeting.
Supervisor Powers commented that he had no objection to
Supervisor McPeak' s suggestion.
Supervisor Fanden expressed concern in discussing the matter
without Supervisor Schroder present as he is the Board' s
representative on the Metropolitan Transportation Commission, and
suggested polling the Board between today and Thursday.
Supervisor Torlakson suggested a conceptual action pending staff
confirmation.
Supervisor McPeak suggested a direction to poll Mr. Schroder and
obtain his input and with his concurrence, the position be that the
Board support an advisory vote and that no action be taken on the
Colma contract until a vote has been held.
Supervisor Torlakson moved that direction.
Therefore, IT IS BY THE BOARD ORDERED that after polling
Supervisor Schroder and obtaining his concurrence, a position
supporting an advisory election on the proposed BART-Colma station and
urging the BART Board to take no action on the matter until after the
advisory election is ADOPTED.
