SUBJECT: White Paper Recycling Program VV�+�w' „J
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Reaffirm the Board' s continuing support for the white paper
recycling program.
2 . Direct the County Administrator-. to clarify respective
responsibilities between his office, the Community
Development Department and the Department of General
Services for the operation of the white paper recycling
program and insure that each department is aware of its
responsibilities to make the program operate as efficiently
as possible and at the lowest possible cost.
3 . Direct the County Administrator to send a memorandum to all
department. heads reminding them of the white paper recycling
program and encouraging County staff to cooperate in
consolidating white paper and, wherever possible,
transporting white paper to centralized disposal points.
4 . Direct the County Administrator to insure the continued
operation of the white paper recycling program, adjusting
departmental priorities as necessary in order to continue
the program as a priority of the Board of Supervisors.
5. Direct the County Administrator to insure that ' the white
paper recycling program is maintained at the level achieved
earlier this yearand is expanded incrementally to as - many
county facilities , as possible.
6. Direct the County Administrator to remind all departments in
writing of the value of photocopying on both sides of paper
to reduce the volume of paper which is consumed and to keep
all written correspondence to the absolute minimum necessary
in, order to avoid the unnecessary use of paper.
7 . Direct the `County Administrator to remind all departments
that the disposal of cigarette butts in other than
appropriate receptacles adds to the litter problems
confronting the County' s custodial staff, costs money to
clean up after, and is indicative of a lack of pride in the
appearance of public buildings.

BACKGROUND-
Due to a lack of adequate financial resources and the need to
establish priorities among many competing services, the white
paper recycling program is in jeopardy.
Our Committee believes strongly that the white paper recycling
program is one important way in which County staff can help
reduce the amount of refuse which must be disposed of in a
landfill. This program is also one way in which County staff can
assist conservation efforts by recycling paper and reducing the
need to cut down trees. While we recognize that there is a cost
associated with collecting white paper and transporting it to a
central disposal point, we also believe that this program can be
run more economically than it has been if all County employees
will cooperate in sorting their own used paper, collecting it
centrally in each office and, where feasible, transporting it to
a central disposal point. We also believe that this program is a
high priority with the Board of Supervisors and must be continued
even if other custodial services must be reduced slightly.
We have been advised that some employees who smoke are not
properly disposing of their cigarette butts, thus increasing the
time and effort which custodial staff must put. into cleaning up
after these employees. We would like to launch a program which
might be entitled: "Pick Up Your Butt" , to encourage all
employees who smoke to properly dispose of their cigarette butts
rather than simply leaving them on the floor of the outside
stairs and corridors of buildings, such as the County
Administration Building. This little effort alone might be
enough to free up enough custodial time to allow the white paper
recycling program to continue at little, or no, increase in cost.
Our Committee has also noted with dismay the frequency with which
photocopying of multiple page documents is done on only one side
of the page, thus doubling the number of sheets of paper which
must be used to reproduce a report. We believe that in most
cases this is wasteful and unnecessary. We believe many of these
conservation measures will be supported by County employees if
they are simply reminded periodically of some of the things they
can do to assist in conservation and recycling, and to reduce
unnecessary custodial services.
