BACKGROUND: The attached letter from the Solano County Administrator transmits comments from the Solano County Director of Public Works which were discussed by the Sclano County Board of Supervisors on November 17 , 1987 . These comments indicate some difference of opinion regarding what was agreed to when the two Boards met in joint session on October 20 , 1987 . As a result, we believe it would be best to defer further discussion of this matter until next Tuesday when the two Boards will again be in joint session. Also included in the material we received was a board order acted on on October 27, 1987 in which your Board adopted a position opposing the relocation of the toll plaza to the Martinez side among other things. Attached as well were ad- ditional staff recommendations. As a result of reviewing these various concerns and positions of Contra Costa, members of my Board raised some concerns which are included in the attached November 9, 1987 letter. M 0 R A N D U M TO: Board of Supervisors THROUGH: County Administrator FROM: Public Works Director SUBJECT: Contra Costa County' s New Positions on Benicia Bridge On October 27, 1987, the Contra Costa Board of Supervisors adopted an order (attached) which, among other things, included the following positions : --The Contra Costa Board opposes relocating the Benicia Bridge toll plaza to the south side of the bridge. (Caltrans has stated that when a new bridge is constructed, a toll plaza with approximately 18 lanes will be needed. Is seems impractical to locate an 18-lane toll plaza on the north side of the bridge, due to the terrain; so Contra Costa' s position appears questionable. ) --The Contra Costa Board requests Caltrans to switch toll collections to the southbound lanes. (Caltrans has pointed out that if this is done, a vehicle could cross the Benicia Bridge free northbound and cross the Carquinez Bridge free southbound, thus avoiding all tolls. Again, Contra Costa' s position is very questionable. ) Furthermore, in a letter dated November 5, 1987 (attached) , the Contra Costa County Administrator proposes adopting joint resolutions which, among other things, request the following: 1 ) New lanes added to the existing Benicia Bridge should be High Occupancy Vehicle (HOV) lanes. (Apparently, Contra Costa has not considered the fact that no analysis has been done on the benefits of HOV lanes on the Benicia Bridge. Generally, HOV lanes are not desirable unless they will provide better overall traffic flow than regular lanes. In some other regions the public has been deeply resentful of HOV lanes which receive low usage. ) 2 ) Toll free crossing should be allowed between 3 :30 p.m. and 6 :30 p.m. each Friday. (Contra Costa' s position seems to ignore hard evidence that was collected during previous experiments with toll free crossing. The evidence proved that toll free crossing does not provide a significant improvement over the current situation, because the toll booths are not the cause of current congestion problems. ) 3 ) Contra Costa ' s statement about approaches to the new Benicia Bridge does not include all the details we would like to see considered, such as improvements on I-780, better connections of I-780 and I-680 to I-80, and better access to Benicia' s industrial areas. 4 ) Contra Costa' s position in favor of using toll money for transit on bridges is questionable without first taking a good look at transit demand, costs, and revenues. Be advised that the current state administration strongly opposes toll money for transit. I recommend the positions of Contra Costa County be very carefully considered before concurrence. The joint resolutions they have proposed are significantly different from the joint resolution proposed at the joint meeting of October 20, 1987 .
