SUBJECT: Land Use Controls in the
vicinity of an Aiport
The Board received the attached report from J. Michael
Walford, Public Works Director, relative to land use controls in
the vicinity of an airport.
After discussion by Board members, IT IS ORDERED that
the issue of amending State law to provide for better land use
controls in the vicinity of an airport is REFERRED to the Internal
Operations Committee for review.
IT IS FURTHER ORDERED that the Internal Operations
Committee ' s recommendations shall subsequently be referred to the
Airport Land Use Commission.

SUBJECT: Response to Board Request Regarding Amending State Law to Impose
Better Land Use Controls in the Vicinity of an Airport
Many of the problems of land use controls near the airport seem
to have occurred since the law which governs ALUC's was changed. Currently,
ALUC's are only allowed to review general plans. Prior to the current law
taking effect, ALUC's were allowed to review individual projects within
their sphere of authority. The Public Works Department feels that the
ALUC's ability to review individual projects is preferable. It is the
Public Works Departments recommendation that the ALUC law be changed
allowing for review of individual projects so that the issues specific to
airport problems may be addressed on a case by case basis and on a timely
basis. The problems of noise reflectivity and height encroachments have not
been adequately addressed or handled under the current ALUC authority.
The Community Development Department is specifically responsible
for the staffing of the Airport Land Use Commission. The Public Works
Department recommends that the Board of Supervisors solicit further input on
this matter from the Community Development Department for specific recommen-
dations and language on this matter for inclusion in the County legislative
package for the upcoming year.
