After discussion by Board members, IT IS ORDERED that the following actions are APPROVED: 1. DECLARED the week of December 13-19, 1987 as Homeless Awareness Week in Contra Costa County; 2. EXPRESSED support, for community fund raising efforts; 3. DIRECTED staff to identify County funds to match those raised in the community; 4. DIRECTED that the FEMA Advisory Board be responsible for distribution of the funds, one-half to be used for winter shelter and one-half for motel vouchers and first month rent programs; 5. SET December 31, 1987 as the cut-off date for County match of funds ; 6 . AUTHORIZED County Administrator to prepare letter for the Chair' s signature to City of San Ramon requesting a $10 ,000 contribution for the homeless; 7. REQUESTED Dean Lucas of the County Administrator' s Office to contact the Mayor of the City of Brentwood to A make a presentation at the next Mayors ' Conference on fund raising efforts to help the homeless; 8. REQUESTED a report from the Homeless Management Team and the Task Force on Homelessness on'additional efforts required after the first of the year; and 9 . BACKGROUND: At the direction of the Board of .Supervisors, a meeting was called with representatives of the religious community, and other homelessness advocates in our County. The meeting was held at the Presbyterian Community Center, Concord, on November 16, 1987. Supervisor McPeak reviewed the actions agreed to at a November 10, 1987 workshop with the Task Force on Homelessness, which included: 1. Set a goal to provide emergency winter shelter in East, Central, and West County; 2 . Allocated $120 , 000 of Housing Board Trust Fund as follows: a. $20 ,000 - technical support to raise additional funds b. $40 , 000 - Office on Homelessness Housing Crisis Fund C. $12, 500 - Richmond Rescue Mission emergency winter cots d. $12,500 - Volunteers of America drop-in center e. $35 ,000 - Shelter, Inc. /Office on Homelessness housing program 3 . Requested an additional $50,000 from the Housing Authority of Contra Costa County for the Housing Crisis Fund. 4 . Accepted a $10,000 donation from Payne Webber for the Housing Crisis Fund. 5. Attempted to secure the Concord National Guard Armory as a temporary shelter. Noted that some modular houses are available for shelter, but- land needs to be located upon which to place them. Church representatives reviewed the many programs they . are undertaking to . assist the homeless through their organized efforts, such as SHARE, and the Center for the Needy'. These not only provide food and shelter, but are attempting to provide an "emotional support system" for the homeless. Organizational/administrative needs identified are involvement of the entire community to include the County, cities, community agencies, . churches, civic organizations, and individual citizens; a countywide effort; assurance that donated funds would go to the homeless rather than administration; continual, year-round fund raising efforts, and coordination of all homelessness efforts. It was proposed that the County intiate the coordination effort by creating a Homeless Management Team to include representatives of each of the agencies or religious groups, the Board of Supervisors declare a week in December or January as "Homeless Awareness Week" , churches have special offerings during that week for the homeless, and that the County be asked to match those funds raised during this special effort by the churches.
