Spooner , Contracts AdministratoC( '•I Costa DATE: November 17 , 1987 J SUBJECT: Approval of Novation Contract 4124-396-2 with Diane Frary V SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract 4124-396-2 with Diane . Frary in the amount of $53 , 000 for the period July 1 , 1987 through June 30 , 1988 for provision of consultation and technical assistance on designing and implementing a mental health planning process for determining service priorities . This document includes a three- month automatic extension from June 30 , 1988 through September 30 , 1988 in the amount of $13 , 250 . II . FINANCIAL IMPACT : This contract is fully funded in the Health Services Department Budget with 90% Short-Doyle and 10% County funding . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : Short Form Service Contract 4124-396-1 with Diane Frary for the period July 1 , 1987 through December 1 , 1987 was approved by the County Administrator and executed by the Purchasing Agent . Novation Contract 4124-396-2 replaces the prior Short Form Service Contract . The Alcohol/Drug Abuse/Mental Health Division has no planning staff who are able to provide highly specialized technical assistance required to assess State mandates and local popula- tion needs in order to determine mental health priorities, and a resource allocation methodology to be implemented within existing budgetary constraints . This contractor has experience and expertise in managing major mental health system change and has been responsible for implementing and evaluating a program which has received national and State recognition. Support to the Mental Health Advisory Board will also be provided by this contractor . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department ) .
