SUBJECT:
AWARD OF SECURITY SERVICES CONTRACT AT CAL 11-5, EL PUEBLO, PITTSBURG
I . RECOMMENDED ACTION:
AWARD security services contract for E1 pueblo for the period December 5, 1987
to December 4, 1988 to Argus Security Patrol , Inc, to provide armed security guard
service at the rate of $9.90 per hour, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
Security guard services at E1 Pueblo are currently being funded from the Local
Management Fund, however, once Phase I of the Comprehensive Improvement Assistance
Program (CIAP) modernization begins at CAL 11-5, El Pueblo, Pittsburg, a $100,000
security allocation approved by HUD will be funded through the CIAP budget.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Effective December 5, 1987, the contract for security services at El Pueblo
with All-Pro Security & Investigations, Inc. will be terminated. This termination of
services comes after a number of meetings with All-Pro representatives to discuss and
correct various problems and overall poor performance in providing security services
at El Pueblo. It was mutually agreed with All-Pro that the Housing Authority should
seek the services of another private security firm for E1 Pueblo.
As a result of this agreement, the Housing Authority of the Housing of Contra
Costa entertained a request for proposals for security guard services at E1 Pueblo
and a bid opening as held on November 12, 1987. The Abstract of Bids indicates that
six firms submitted bids. One of the bidders was All-Pro and based on the bids
submitted All-Pro was the low bidder. However, the All-Pro bid was disqualified as
the proof of insurance submitted as a bid requirement indicated that their insurance
had expired. We discussed this bid with County Counsel and they concurred that the
bid from All-Pro should be disqualified based on the expired insurance and the
Housing Authority's past experience with All-Pro.

Staff recommended to the Advisory Housing Commission that the security contract
for security guard services at E1 Pueblo for the period December 5, 1987 to December
49 1988 be awarded to Argus Security Patrol , Inc. to provide armed security guard
service at the rate of $9.90 per hour. All of the bid documents submitted by Argus
are in good order and the Housing Authority has had good past experience with Argus
in the provision of effective security guard service at El Pueblo.
At its Regular Meeting on November 16, 1987, the Advisory Housing Commission
moved to recommend award of the security guard services contract at E1 Pueblo for the
period December 5, 1987 to December 4, 1988 to Argus Security Patrol , Inc. for the
provision of armed security guard service at the rate of $9.90 per hour.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not authorize award of the bid to
Argus Security, the Board would have to disqualify all bids and issue a new Request for
Proposals, at considerable cost to the Housing Authority. Additionally, the Board of
Commissioners would be adopting a posture contrary to its position of providing
decent, safe and sanitary housing for low-income families.
