REQUEST FOR FUNDS FOR HOMELESSNESS HOUSING CRISIS FUND BY SHELTER, INC.
I. RECOMMENDED ACTION:
APPROVE the allocation of $50,000 from the Local Mangement Fund of the Housing
Authority of the County of Contra Costa to Shelter, Inc. for use in the Homeless
Housing Crisis Fund, with the following two conditions: 1) No funds given to the
Homeless Crisis Fund by the Housing Authority of the County of Contra Costa will be
used to serve applicants within the jurisdiction of the Housing Authority of the City
of Richmond; and, 2) Shelter, Inc. will seek applications from eligible families in
the communities of Brentwood, Oakley, Bethel Island, Byron and Knightsen, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
This $50,000 contribution to Shelter, Inc, for the Homeless Housing Crisis Fund
would be funded through the Local Management Fund of the Housing Authority of' the
County of Contra Costa.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Shelter, Inc. has requested $50,000 from the Housing Authority for the
Homelessness Housing Crisis Fund. A letter to the Housing Authority from Shelter,
Inc. outlines, that the Housing Crisis Fund was established on June 1, 1987 to help
homeless people into housing and to keep people in housing who are threatened with
becoming homeless. A total of $91,029 has been disbursed in the form of one-time
loans to assist 419 homeless individuals into permanent housing. A loan activity
report was also submitted to the Housing Authority, along with a copy of the Policies
and Procedures for the Housing Crisis Fund.
Shelter, Inc. is seeking funds from the County of Contra Costa, various
foundations, service clubs, and the private sector, as well as the Housing Authority,
to replenish the Housing Crisis Fund. This is a critical time as winter approaches,
and there are many homeless individuals and families in our county who need
assistance.
The Budget Committee of the Advisory Housing Commission met to review this
request and recommended approval of the allocation of $50,000 from the Local
Management Fund to Shelter, Inc. During the course of the Regular Meeting of the

Advisory Housing Commission on November 16, 1987 the question arose as to whether
Shelter, Inc. had requested funding from the Housing Authorities of the Cities of
Pittsburg and Richmond. Mrs. Carol Severin, from Shelter, Inc. , informed the
Commission that a request had been made for CDBG funding from both cities, but that
the Housing Authorities had not been approached. She further stated that the City of
Richmond had just denied the Shelter, Inc. CDBG request.
After lengthy discussion on the homeless issue in Contra Costa County and the
possibility of Shelter, Inc. receiving funds from the Richmond and Pittsburg Housing
Authorities, the Advisory Housing Commission voted to recommend approval of the
allocation of $50,000 from the Housing Authority' s Local Management Fund to Shelter,
Inc. for use in the Homeless Housing Crisis Fund, with the following two conditions:
1) No funds given to the Homeless Housing Crisis Fund by the Housing Authority of
the County of Contra Costa will be used to serve applicants within the jurisdiction
of the Housing Authority of the City of Richmond; and, 2) Shelter, Inc. will seek
applications from eligible families in the communities of Brentwood, Oakley, Bethel
Island, Byron and Knightsen.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the allocation of
$50,000 from the Local Management Fund of the Housing Authority for use by Shelter,
Inc. in the Homeless Housing Crisis Fund, the Board would be adopting a posture
contrary to its position of providing decent, safe and sanitary housing for
low-income families.

RESOLUTION NO. 3527
RESOLUTION CERTIFYING COMPLIANCE
WITH SECTION 207(A) OF
ANNUAL CONTRIBUTIONS CONTRACT
WHEREAS, Section 207(A) of the Annual Contributions Contract, , Part II,
Terms and Conditions requires Reexamination of Income of Families
in Occupancy; and,
WHEREAS, the Policy and Procedure Manual , 9.0 as adopted by the Board of
Commissioners of the Housing Authority of the County of Contra
Costa contains the same Terms and Conditions of above Section of
the ACC:
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners certifies
that it is in compliance with the requirements that the Housing
Authority will "At least once a year examine the incomes of fami-
lies living in the projects: Provided that the length of time
between the admission of a family subject to yearly examination
and the first re-examination of such family may be extended to not
more than 18 months if necessary to fit a re-examination schedule
established by the Local Authority."
