RECOMMENDATIONS
Authorize approval of the Amendment of the Final Statement of
Community Development Block Grant Program Objectives and Project
Uses.

None ( 100% HUD Funds)
BACKGROUND/REASONS FOR RECOMMENDATIONS
This Final Statement includes two new projects funded .from the
Contingency Fund and do not represent an increase in the overall
grant. These projects are: 55 - Neighborhood Center Rehabilitation
for $18, 000 and 56 - Neighborhood Center Rehabilitation for
$14, 000. The Statement also reflects a 1987-88 grant amount of
$2, 828,000. Our original statement adopted February 24, 1987
listed the 1987-88 grant to be $2, 800,000 in error. The correct
amount is $2,828,000 .

FINAL STATEMENT OF COMMUNITY DEVELOPMENT
OBJECTIVES AND PROJECTED USE OF FUNDS

PROGRAM
Major Objectives
A. Provide programs and activities which benefit lower income persons.
B. Prevent or reduce deterioration in designated neighborhoods.
C. Preserve the existing housing stock and increase housing opportunities for
lower income persons.
D. Provide incentives for business expansion and stabilization in order to ex-
pand employment opportunities for lower income persons.
E. Improve the public works infrastructure including storm drainage and street
improvements in lower income areas.
F. Develop neighborhood facilities to serve lower income areas.
G. Provide housing counseling and information services and further fair hous-
ing.
H. Remove architectural barriers to the handicapped and increase opportunities
for handicapped to participate in society.
I . Provide appropriate public services to assist lower income persons and
agencies to meet client needs.
In order to meet their objectives, Contra Costa County, by recommendation of the
Housing and Community Development Advisory Committee, proposes to utilize its
1987-88 Community Development Block Grant Funds from the United States Depart-
ment of Housing and Urban Development for the following activities:
Project Description Responsible Agency Allocation
1. Housing Counseling Pacific Community Svc. Inc. $ 35,000.00
Comprehensive counseling program serving supervisorial District 5 in the
areas of prepurchase, mortgage/tenant default and delinquency, fair housing
and tenant/landlord counseling.
2. Reverse Annuity Mortgage Eden Council for Hope and $ 20,000.00
Program Opportunity (ECHO)
The program will allow lower income senior homeowners in the Urban County
to convert the equity in their homes into monthly income while remaining in
their houses.
3. Housing Rehabilitation County Building Inspection $650,000.00
Countywide homeowner rehabilitation program with advertising concentrated
in lower income areas. Program should be near $850,000 for 1987-88 with
carryover and program income. Program provides low interest and zero in-
terest deferred loans for low and moderate income persons and limited
abatement activities.
4. Housing Rehabilitation County Housing Authority $ 44,000.00
Exterior painting of public housing at the Los Arbales project in Oakley
and Casa Serena project in West Pittsburg.
5. Rental Rehabilitation County Housing Authority $ 85,000.00
Program
Provide leveraged low interest loans countywide to owners of rental proper-
ties to be brought up to adequate housing code quality and made available
at affordable rents. Also includes Double Unit Opportunity Program to as-
sist establishment second living units.
6. Non-Profit Housing Corp. Diablo Valley Housing Corp. $ 30,000.00
Corporation which is. also funded by the Cities of Walnut Creek and Concord
works to develop affordable housing in central and west county.
7. Residential Group Homes for Youth Homes $ 35,000..00
Adolescent Substance Abusers
Acquisition and rehabilitation assistance to provide homes for Adolescent
Substance Abusers in central and west Contra Costa County.
8. Housing Counseling Housing Alliance, Inc. $ 50,000.00
Comprehensive counseling program serving most of Supervisorial Districts
1-4 in the areas of landlord/tenant, fair housing, default and delinquency
and temporary shelter.
9. Rehabilitation of Bi-Bett $ 90,000.00
Residential Unit at
Alcoholic Recovery Center
Rehabilitation of significantly deteriorated facilities at Diablo Valley
Ranch, 11540 Marsh Creek Road, Clayton, a 57 bed residential alcoholism re-
covery program.
10. Housing Counseling Legal Services Foundation $ 15,000.00
Legal Services provides legal counseling and assistance in conjunction with
other housing counseling agencies.

11. Residential Group Home for Las Trampas School $105,000.00
Developmentally Disabled
Acquisition and rehabilitation of home in central county for developmental-
ly disabled.
12. Housing Rehabilitation City of San Pablo $100,000.00
and Housing Programs
Citywide homeowner housing rehabilitation program offering low interest
loans, neighborhood beautification and housing assistance plan implementa-
tion.
13. Mobile Home Repairs City of San Pablo $ 30,000.00
Low interest loan program for mobile homeowners for repairs, administrative
costs from regular housing rehabilitation program.
14. Housing Crisis Prevention Taskforce on Homelessness $ 30,000.00
Fund
Program to provide first and last month rent and security deposits for
those in need using private donations to make loans. Administrative costs
from CDBG funds.
15. North Richmond Property Community Development Dept. $150,000.00
Acquisition
Land to be acquired in North Richmond and criteria development for pro-
posals submission for development of affordable housing on property.
16. Loan Marketing and Los Medanos Fund $ 35,000.00
Packaging for Small
Business
Funds would pay for marketing costs and packaging of SBA loan with intent
to create at least 50 jobs for lower income persons based on 10 loans.
17. Economic Development Antioch Economic Development $ 50,000.00
Revolving Loan Fund Corporation
Revolving loan program to assist business creation to create jobs for lower
income persons in Antioch area.
18. Storefront Improvement Prog. El Cerrito $ 50,000.00
Funds to be utilized with $50,000 from El Cerrito Redevelopment Agency to
continue loan program for San Pablo Avenue businesses to improve appearance
and economic activity in area serving lower income neighborhoods.
19. Summer Youth Jobs Project Private Industry Council $ 27,000.00
Program would enable employment of lower income youth workers in Employment
Development Department Offices to assist placement of youth in summer jobs.

20. Business Assistance Intern Private Industry Council $ 20,000.00
Program
Two low income college students will be hired as interns to work out of the
Business Resource Center to provide technical assistance to requesting
businesses.
21. Vocations Rehabilitation Phoenix Programs, Inc. $ 25,000.00
for Mentally III
Program trains low income mentally ill adults to return to work. Program
includes.training and placement.
22. American Hotel Crockett Properties $100,000.00
A loan, rage and term to be established, to assist rehabilitation of exist-
ing properties at 627 Second Avenue in Crockett as bed and breakfast inn to
create jobs and revitalize area.
23. Urban Agricultural Project Creative Business $ 80,000.00
Opportunities
Funds to support costs of training local youth in agricultural industry
skills and job placement at site provided by Color Spot Growers in North
Richmond.
24. Downtown Activator City of Antioch $ 12,000.00
Coordinator
Intent to provide base for coordination and formation of AB 1693 district
for permanent revenue source and improvement of downtown business climate
to foster ,'job creation and service to lower income area.
25. Economic Development Pacific Community Svc. $ 52,000.00
Revolving Loan Program
Recapitalize loan fund first funded in 1982. Funds provide injection capi-
tal needed for SBA programs to help create jobs for lower income persons.
26. Commercial Revitalization City of San Pablo $ 20,000.00
Funds to match City funds to initiate small business assistance program
strategy to improve services to lower income areas and create jobs.
27. Rehabilitation of Neigh- Carquinez Coalition $ 30,000.00
borhood Facility
Rehabilitation of facility at 189-199 Parker Avenue in Rodeo to include
roof repairs and parking lot development to enhance delivery of services to
lower income persons in west county.

28. Central Avenue-Road County Public Works $ 15,000.00
Reconstruction
Funds to provide preliminary engineering, determination if right of way can
be acquired through donation, and feasibility of using assessment district
with CDBG Funds paying portion of the costs or assessments for lower income
households for this private road in the Vine Hill area.
29. Renovation of Counseling Battered Women's Alterna- $ 14,000.00
Space tives
Funds will partition and remodel space at main office - counseling center
to provide needed expansion area. 127 Aspen Drive, Pacheco.
30. Fairmont Childcare Center City of E1 Cerrito $ 50,000.00
Funds to construct neighborhood facility for subsidized child care and
evening recreation uses at Fairmont School 6500 Stockton in E1 Cerrito.
31. Building Acquisition CCC Crisis & Suicide $ 75,000.00
Prevention
Acquisition of building in central county for program offices.
32. Child Assault Prevention CAPP $ 35,000.00
Program to educate and counsel children, parents and teachers in schools on
how to avoid child assault. Program to concentrate in schools in lower in-
come areas of East County, Martinez and Pleasant Hill .
33. Removal of Architectural City of Lafayette $ 10,000.00
Barriers to the Handicapped
To provide curb cuts linking downtown area to Senior Housing.
34. Assessment & Counseling of Right Direction Project $ 10,000.00
Juvenile Offenders
Funds to pay 1/2 salary of assessment counselor for program which provides
a link between juvenile justice system, community agencies, and private
practitioners to assist delinquent youth.
35. Hunger Task Force Report CCC Public Health $ 10,000.00
Funds to publish and distribute report to provide information and extent of
hunger problem in Contra Costa County.
36. Ask For Us Program Health Services Prevention $ 24,000.00
To provide information, referral and counseling at unemployment centers
(EDD) to assist the unemployed to obtain services and deal with crisis.

37. Building Rehabilitation East County Senior Day Care $ 33,000.00
Senior Service Center
Rehabilitation of building at 1811 "C" Street, Antioch, for use as facility
to assist frail and low income elderly. Center acquired with CDBG funds in
1986.
38. Child Parent Enrichment Family Stress Center $ 40,000.00
Program
To provide in-home services to lower income pregnant women and families
with young children who are at high risk of child abuse and neglect.
39. Clyde Community Center Clyde Civic Improvement $ 9,200.00
Association
Funds to replace floor and repair roof at Clyde Community Center, 109
Wellington .
40. Senior Citizen Program Neighborhood House of North $ 46,000.00
Richmond
Provide programs, supervision, and coordination of activities at Senior
Center at Silver and Fifth Streets in North Richmond and increase in-home
services and funding raising.
41. Handicapped Center Early Childhood Menta-.1 $ 17,400.00
Improvements Health Program
To modify classroom at George Miller Center West, 2801 Robert Miller Drive,
Richmond, to provide classroom appropriate for emotionally disturbed
children including one-way mirror for observation and teacher-parent train-
ing.
42. Rehabilitate Crockett Park Crockett Recreation Assoc. $ 30,000.00
Funds to reconstruct dangerously deteriorated tennis courts and fencing at
Crockett Park, Pomona and Rolph.
43. Perinatal Center Building CCC Health Services $75,000.00
Construction
To provide pre-fabricated building to house perinatal center to offer
educational and counseling services to lower income pregnant women re-
ceiving care at County Hospital 2500 Alhambra Avenue, Martinez.
44. New American Support Svcs. Center for New Americans $ 12,000.00
Funds partially support administrative costs of providing various services
to assist social adjustment and mental health for refugees and immigrants.

45. Drainage Improvements City of San Pablo $ 25,000.00
To provide drainage improvements on 20th Street, Wanlass Avenue to Rheem
Creek and at Carlson Creek West of Murra Court, San Pablo.
46. West Pittsburg Sidewalks CCC Public Works $ 22,000.00
To install sidewalks to provide safe pedestrian access near Willow Pass
Road and Port Chicago Highway in West Pittsburg.
47. Storm Drain-Path Riverview CCC Flood Control $ 32,000.00
School
To replace ditch with path over drain or sidewalk along Pacifica Avenue in
West Pittsburg to keep children out of street.
48. Senior Center City of Hercules $ 75,000.00
Partial funding of construction of Senior Center at Hercules Civic Center.
49. Senior Center Expansion City of Antioch $ 28,900.00
Partial funding of expansion to Antioch Senior Center at 213 East Second
Street.
50. Lighting for Ball Fields Antioch Babe Ruth $ 12,500.00
Joint funding with City of Antioch and Housing Authority to light fields at
Somersville and 10th Street to expand playing time to accommodate program
demand.
51. Project Seed Project Seed $ 9,720.00
Continue advanced after-school mathematics program at Verde School and
Neighborhood House in North Richmond.
52. Program Administration Community Development Dept. $280,000.00
53. Contingency Fund $ 14,880.00
54. Community Center CCC Public Works $ 70,000.00
Access Repair
To provide repairs to damaged railroad trestle to continue access to
Montarabay Community Center located at terminus of Tara Hills Drive, San
Pablo.
55. Neighborhood Center Neighborhood House of $ 18,000.00
Rehabilitation North Richmond
Replacement of roof and heating - air conditioner at 305 Chesley location
of Administrative offices.

Rehabilitation North Richmond
Replacement of roof, windows and related repairs at 1442 York Street
location for education programs.
