SUBJECT: COMPUTER FACILITY FOR ALAMEDA-CONTRA COSTA COUNTY NAL
AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (WPE480)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION
Find that an emergency exists and authorize the Director of
General Services to proceed in the most expeditious manner,
pursuant to Section 20134 of the Public Contract Code, to
construct computer rooms within an existing County facility
as required to house equipment for the Alameda-Contra Costa
County Regional Automated Fingerprint Identification System;
declare that the project, as an emergency, is not subject to
the provisions of the California Environmental Quality Act;
and waive the requirements of Chapter 5 (Commencing with
Section 5100) of Part 1 of Division 2 of the Public Contract
Code for work performed pursuant to this order.
II . FINANCIAL IMPACT
Construction of the computer rooms is funded through the
Alameda-Contra Costa Regional Remote Access Network Board.
Each participating city and the County have contributed to
the Alameda-Contra Costa County Regional Automated
Fingerprint Identification System on a per-capita basis.
III . BACKGROUND
A. On April 21, 1987, the Board approved the participation
of the County, through the Sheriff-Coroner' s Department,
in the Alameda-Contra Costa County Regional Automated
Fingerprint Identification System.
B. On May 28, 1987, the County Administrator signed a
contract with the State of California and the State of
California CAL-ID Automated Fingerprint Identification
System (AFIS) vendor for the purchase of the
Alameda-Contra Costa System. This contract includes a
schedule for the dates of delivery, installation and
operation of the system. The contract also provides for
penalties in the event of delays caused by either the
County or the vendor. The scheduled installation date
is mid January 1988.

C. The County, through the Sheriff-Coroner' s Department
Criminalistics Laboratory Division, is responsible for
the administration of the Central Identification bureau,
which has been designated by the Alameda-Contra Costa
Regional Remote Access Network (RAN) Board to operate
the Contra Costa portion of the Regional AFIS and to
provide all criminal identification services to
participating cities and other agencies.
D. The emergency condition is as follows:
1 . The AFIS equipment will be delivered and ready to
install within a month.
2. If the equipment is not installed by mid January
1988, the County will incur penalties specified in
the contract with the State and the system vendor.
Also, the AFIS is a regional criminal identification
system which will reduce danger to life and
property. Delay will deprive the County of this
benefit.
3 . Construction of the facility required to house the
AFIS equipment will be delayed by about six months
if normal construction contract procedures specified
in the Public Contract Code are followed.
E. It is possible to bypass the normal procedures for
bidding the project and begin the project immediately
through the provisions of Section 20134 of -the Public
Contract Code, when the appropriate findings of an
emergency are made by the Board.
F. It is recommended that the Board make such findings;
direct General Services to proceed with the project and
enter into any necessary contracts; and declare that, as
an emergency, the project is not subject to the
provisions of the California Environmental Quality Act
(Public Resources Code 21080) .
