SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Authorize the following individuals or agencies to meet as
an Ad Hoc Task Force fo'r the following purposes:

o Define the goals and objectives of the solid waste
public education program.

2 . Refer this matter to the 1988 Internal Operations Committee.
BACKGROUND-
On November 3 , 1987, the Board of Supervisors approved our last
report on the subject of a solid waste public education program
and authorized our Committee to meet with all involved agencies
on November' 9 . At the November 9 meeting of our Committee we
discussed the proposed public education program and the groups at
which it should be directed. We concluded very quickly that we
needed to define first what the goals and objectives of such a
public education program are. This .has to be done before we can
solicit Requests for Proposals from individuals interested in
serving' as consultants to run the program.
We have, therefore, recommended the formation of an Ad Hoc Task
Force to define these goals and objectives.
The attached draft goals and objectives are continuing to be
refined by the Ad Hoc Committee. They will be returned to the
1988 Internal Operations Committee early next spring, at which
time it probably would be well to take them to the Mayors '
Conference for their endorsement.

DRAFT GOALS AND OBJECTIVES FOR SOLID WASTE PUBLIC EDUCATION
PROGRAM (Revised 12/1/87)
Goal
Educate students about proper solid waste practices such as
recycling and litter control.
Objectives
-Provide curriculum that will encourage a change in everyday
habits to promote proper waste handling such as recyling and
litter control. _
-Develop a "special event" to generate publicity and obtain
the involvement of schools.
Goal
Educate the public about proper handling of household
hazardous wastes.
Objectives
-Inform the public that we all generate hazardous wastes in
the home.
-Inform the public of products tw&t are hazardous and
possible substitutes.
-Provide information on how to dispose of household
hazardous wastes properly.
Goal
Promote greater general public awareness of County solid
waste policies.
Objectives
-Inform the public through newsletters, the media, and
speakers bureaus about the Solid Waste Management Plan goals
and objectives which are to:
-Reduce the amount of solid waste generated (Waste
Reduction)
-Reuse as much of the solid waste as possible
(Recycling)
-Make use of the energy and nutrient value of the
solid waste (Waste-to-Energy and Composting)
-Properly dispose of the remaining solid wastes
(Landfill Disposal)
-Provide information on the fundamentals of solid waste
management including waste storage, collection,
transportation, transfer, resource recovery, and disposal.
-Develop a "special event" to generate publicity about solid
waste matters.
Goal #4
Outreach elected officials to provide them with the
necessary information to allow them to make informed
decisions and provide leadership regarding future solid
waste matters.
Objectives
-present solid waste fundamentals to elected officials
through seminars, conferences, and tours.
-present solid waste current issues to elected officials.
