SCHRODER nn^^'' ,, DATE: lam December 8, 1987 * SUBJECT: CIVILIANIZATION IN SHERIFF'S DEPARTMENT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTIONS 1. Approve in concept the new civilian classifications of Sheriff's Aide and Sheriff's Specialist in the Sheriff's Department and direct the Personnel Department to finalize the classifications and submit them to the Board for final approval, with the understanding that each, added civilian position will be exchanged for a deputy sheriff position as the civilian positions are filled. 2. Request . Personnel Department to begin planning for recruitment of the 22 new positions in Sheriff's Department, concentrating their efforts in West County. 3. Direct the County Administrator, in cooperation with the Sheriff's Department and Personnel, to continue to explore the possibility of additional non-sworn positions as part of the planning for staffing the West County Justice Center. . FISCAL IMPACT The Sheriff's Department estimates that 22 sworn positions can be exchanged for civilian positions through the approval of the new classifications. If these are approved in January of 1988 and recruitment and selection begins immediately, it is anticipated that full civilianization can be achieved in FY 88/89. The Department anticipates annual savings of approximately $250,000-$300,000. BACKGROUND The Finance Committee met on December 7 to further consider the civilianization of 28 sworn positions in the Sheriff's Department, as proposed by the Sheriff-Coroner. (It should be noted that six of these positions would be in the civil process area and could not occur until the Sheriff-Marshal consolidation is accomplished. ) At this time, there are 22 positions that can be civilianized. At the request of the Finance Committee, the County. Administrator's Office, Sheriff's Department and Personnel Department have developed two job descriptions to accomplish this goal. One position is called Sheriff's Aide, with proposed salary range of $1,711-$2,079, and the other is Sheriff's Specialist, with proposed salary range of $2,058-$2,502. A subcommittee of the West County Justice Center Advisory Group has worked with the Personnel Department and the Sheriff's Department on ,these descriptions and now concurs with the current draft. It should also be noted that the Sheriff has three trainee positions as a result of the County's Career Development Program. This provides a trainee-level type of position which will enable some people to promote into the new positions over time. Paul Katz, Local til, indicated that given the trainee positions, he could . support the two civilian classifications with the proposed minimum qualifications.
