TO BOARD OF SUPERVISORS FROM: Coo ltra Mark Finucane, Health Services Director Costa DATE: county December 2 , 1987 SUBJECT; Adoption of Contra Costa County Three Year AIDS Response Plan SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and adopt the Three Year AIDS Response Plan prepared by the Health Services Department as a guide for Contra Costa County' s response to the AIDS epidemic . Adopt the AIDS Plan as the framework for County Departments ' activities to meet the AIDS epidemic, and endorse the AIDS Plan as a guide for community organizations , agencies , and public and private institutions in Contra Costa to meet the challenges of AIDS in our county. FINANCIAL IMPACT: Not applicable. REASONS FOR RECOMMENDATION/BACKGROUND : More than 40, 000 Americans have developed AIDS since the disease was identified in 1981 , and over 1 , 000, 000 Americans are infected with the virus . Effective response to this public health challenge requires public policy and private initiative based on sound scientific , medical , and epidemiological approaches . . Leadership for the control of communicable disease in the com- munity is the responsibility of Public Health. The Health Services Department has prepared this Three Year AIDS Response Plan to outline the scientific and epidemiologic basis of the epidemic and to indicate the actions needed to control the spread of the disease and to care for those infected . The AIDS Plan will direct the activities of the Health Services and other County Departments , and guide community agencies and institutions in their response to the AIDS epidemic . The Health Services Department has prepared this AIDS Plan in consultation with AIDS specialists and public health experts throughout California . In addition the plan has been reviewed by community organizations in Contra Costa and by the heads of all the County Departments that confront issues arising from AIDS . The Contra Costa AIDS Plan draws on the scientific expertise available in California and applies it to the specific require- ments of the, AIDS epidemic in Contra Costa. The AIDS Plan is not a static document ; it will change to incorporate the newest scientific developments in treatment and epidemiology as well as the experience gained in Contra Costa and elsewhere in developing programs to control this disease .
