More than 40, 000 Americans have developed AIDS since the disease

with the virus . Effective response to this public health
challenge requires public policy and private initiative based on

munity is the responsibility of Public Health. The Health
Services Department has prepared this Three Year AIDS Response

of the disease and to care for those infected . The AIDS Plan
will direct the activities of the Health Services and other
County Departments , and guide community agencies and institutions
in their response to the AIDS epidemic .
The Health Services Department has prepared this AIDS Plan in
consultation with AIDS specialists and public health experts
throughout California . In addition the plan has been reviewed by
community organizations in Contra Costa and by the heads of all
the County Departments that confront issues arising from AIDS .
The Contra Costa AIDS Plan draws on the scientific expertise

Scientific and policy issues regarding AIDS are rapidly deve-
loping, and we anticipate that the AIDS Plan will be continually
modified and updated to incorporate those developments . The AIDS
Plan is not a static document ; it will change to incorporate the
newest scientific developments in treatment and epidemiology as
well as the experience gained in Contra Costa and elsewhere in
developing programs to control this disease .
CONSEQUENCES OF NEGATIVE ACTION :
