SUBJECT: Airport Access Policy
The Board received the attached letter dated December 4 ,
1987 from Virginia Schaefer, Chair, Contra Costa County Aviation
Advisory Committee (AAC) , expressing concerns relating to the
California Transportation Commission' s proposed policy #G-87-9 for
funding airport and port access projects, and recommending that the
Board adopt a position opposing the proposed policy.
As recommended by the AAC, IT IS BY THE BOARD ORDERED
that a position is ADOPTED in opposition to the California
Transportation Commission proposed policy #G-87-9 .
IT IS FURTHER ORDERED that the Public Works Director is
DIRECTED to prepare a letter to the California Transportation
Commission, for the Chair' s signature, explaining the Board' s
position.

Dear Chair Mc Peak:
The California Transportation Commission has proposed policy #G-87-9
(revised 10/5/87) for funding airport and port access projects . This
proposed policy would attempt to impose significant costs of road improve-
ments serving airports on those airports served. The policy incorrectly
assumes that Federal aid funding is available to airports for this type of
program. The Airport Improvement Program (AIP) will not generally fund any
general road improvements.
This policy further assumes that airports have a high level of funding from
the airport users. The CTC fails to recognize that there are severe
limitations on the use that can be made of airport funds, either by leased
negotiations or other municipal policy requirements . They also fail to
recognize that many airports have insufficient funding for their own needs.
The CTC further fails to recognize that many airports are, in fact, funding
the local share, or a substantial portion of the local share, of roads
serving those airports. In some cases, this may be 100% of the cost of the
road if it is an exclusive use road for the airport. At airports, such as
Buchanan Field Airport, a significant portion of the local share is going to
fund interchange improvements near Concord Avenue and Highway 680. In
addition, the entire cost of the Diamond Boulevard extension may be paid for
by the airport.
Expecting Buchanan Field Airport to pay not only the local share of major
road programs, but also to pay portions of the state share of road projects,
would have a significant negative impact on the airport's ability to fund
badly needed airport projects such as the new East County Airport.
CTC further fails to identify the specific type of funding that they
envision. If this were to become policy, the limits on requests for funding
from airports could expand into all intersections identified by any traffic
studies done for any project.
It appears that there is some possibility at the major airports in the state
to work with Caltrans on a negotiated basis for certain specific projects
which are valuable to those airports . Beyond this , however, the AAC
recommends that the Board of Supervisors take a position in opposition to
CTC Policy G-87-9 (revised) . We have been advised that the Public Works
Department has also reviewed this policy and is opposed to the CTC proposal .
