Speed Zone-Rock Slough at Holland Tract .Bridge
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I - RECOMMENDED ACTION
A. Amend Board Order signed April 28 , 1987 , establishing a speed zone
in Rock Slough to include an eastward boundary 100'east of the
Holland Tract Bridge.
B. Establish 5 mph speed zone in Rock Slough at the Pacific Gas
and Electric Company overhead power lines 500 yards to the Contra
Costa Canal at the west end of Rock Slough.
II- FINANCIAL IMPACT
No increased funds needed for the Sheriff ' s Department because the area is
already patrolled by the Marine Services Bureau.
Speed zone signs were made in reference to the April Board Order. They
have not been installed as yet. There are enough signs to cover the area
between the power lines and the canal and the bridge.
$300. 00 cost to Public Works for the installation of two signs on the
levee and two signs on the bridge.
III- REASONS FOR RECOMMENDATIONS/BACKGROUND
On Tuesday, April 28 , 1987, the Board approved a 5 mph speed zone for Rock
Slough at the Holland Tract Bridge. The approval had indicated that the
zone would be 100 feet west of the bridge, but did not include an ending
point to the east. Past documentation notes that it should also include
"to 100 )feet east of the bridge. "
On Thursday, April 30 , 1987, Richard Rockwell, Secretary for the
Reclamation District No. 799 , sent another letter to Supervisor Tom
Torlakson requesting the 5 mph speed zone be extended from the bridge to
the Contra Costa Canal. The matter was referred to the Sheriff ' s
Department.

Mr. Rockwell, on behalf of the Reclamation District, advised that an
extension of the 5 mph speed zone from the Holland Track Bridge westward
to the Contra Costa Canal would improve water quality for the drinking
water going into the canal. Margaret E. McLaughlin, Public Information
Officer for the Contra Costa Water District said that "speed of the boats
at the west end of Rock Slough has nothing whatsoever to do with water
quality. "
Rock Slough was again inspected by the Sheriff ' s Department Marine
Services Bureau and supports a speed zone from the Pacific Gas and
Electric overhead power lines westward for 500 yards to the end of
the Slough for safety reasons. The west side of
this slough is not navigable and the other side is narrow with debris,
including an abandoned automobile,in the waterway. During periods of high
tide many of the hazards are not in view leaves an unseen hazard for
boats.
A speed zone at the west end would also reduce the levee erosion
caused by the wakes at high speed boats.
IV - CONSEQUENCES OF NEGATIVE ACTION
A. There is a high potential for serious boating accidents in the
area of the Holland Tract Bridge without a 5 mph speed zone 100
yards east of this bridge.
B. There is a possibility of serious boating accidents at the west
end of Rock Slough from the Pacific Gas and Electric Company over-
head power lines to the Contra Costa Canal because of hazardous
depths, debris, and tideswithout a 5 mph speed zone.
