suBJECT; Approval of FY 1987-88 Novation Contract 124-751-44 with
Phoenix Programs , Inc . for Mental Health Program Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chair to execute on behalf of the
County , Novation Contract #24-751-44 with Phoenix Programs , Inc.
in the amount of $1 , 579 , 647 for the period July 1 , 1987 through
June 30 , 1988 for provision of residential , community living ,
and Medi-Cal day treatment program services for mentally
disturbed adults . This document includes a six-month automatic
contract extension from June 30 , 1988 through December 31 , 1988
in the amount of $789 ,820.
II . FINANCIAL IMPACT :
This contract is fully funded in the Health Services Department
Budget for FY 1987-88 (Org . #5942) , including a budget augmen-
tation which was provided by the Board of Supervisors for
insurance and program cost increases . The contract payment
limit is funded by Federal Medi-Cal , State Mental Health, and
County funding .
This contract places the contractor at risk for serving a suf-
ficient number of Federally-eligible clients in order to be able
to earn the Federal Medi-Cal revenue planned in the Concord and
Mt . Diablo Transitional Medi-Cal day treatment center program
budgets .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
This contractor has been - providing these mental health program
services under an automatic extension of the FY 1986-87 Contract
#24-751-43 . Novation Contract #24-751-44 replaces the six-month
automatic extension under the prior contract .
These contract services are a vital and important part of the
County ' s continuum of mental , health services for mentally
disturbed adults in the central and western regions of Contra
Costa County. The contract services include residential treat-
ment programs in San Pablo (Casa Cecilio Chi) , Richmond (Nyumba
Chuki) , and Concord (Nierika House) ; a semi-supervised indepen-
dent living program in central County, and two Medi-Cal day
treatment programs in Concord (Concord Day Treatment Center and
Mt . Diablo Transitional Services Center) .

This contract may provide day treatment services to judicially
committed clients under the County ' s Conditional Release Program
(CONREP) , depending on client needs and referral availability.
This document has been approved by the Department ' s Contracts
and Grants Administrator in accordance with the guidelines
approved by the Board ' s Order of December 1 , 1981 (Guidelines
for contract preparation and processing , Health Services
Department ) .
