Spooner , Contracts Administrator Costa DATE; December 3, 1987 COL "7 SUBJECT: Approval of FY 1987-88 Novation Contract 4124-259-14 with Center for Human Development to Provide Substance Abuse and Mental Health Outreach Services for Youth (NEAT Family Program) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Novation Contract 4124-259-14 with Center for Human Development in the amount of $277 , 992 for the period July 1 , 1987 through June 30 , 1988 for provision of early intervention substance abuse and mental health outreach services for youth through the New Experiences in Affection and Trust (NEAT ) Family Program. This document includes a six-month automatic, contract extension from June 30, 1988 through December 31 , 1988 in the amount of $138 , 996 . II . FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for 1987-88 (Orgs . 415915 , 5936 , and 5952) including a budget augmentation which was provided by the Board of Supervisors for insurance and program cost inckeases . The Contract Payment Limit is funded by Federal Block Grant Alcohol Program funding , State Drug Program funding, State Mental Health funding , and County funding . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing these NEAT Family Program services for youth under an automatic extension of the FY 1986-87 Contract #24-259-13 . Novation Contract #24-259-14 replaces the six-month automatic extension under the prior contract . These contract services are a vital and important part of the County ' s continuum of care for youth with substance abuse and behaviorally related mental health problems . The program provi- des a support network for youthful drug and alcohol abusers to stop the use of drugs and alcohol and to improve mental health with six NEAT Family operations throughout Contra Costa County. The program seeks to create an environment that promotes mental health and strengthens a drug- and alcohol-free lifestyle for young people .
