Spooner , Contracts AdministratorCosta DATE: December 3, 1987 CO "J w.�� SUBJECT; Approval of FY 1987-88 Novation Contract 1124-351-6 with La Cheim Residential Treatment Centers for a Six-Bed Adolescent Mental Health Treatment Program SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Novation Contract 1124-351-6 with La Cheim Residential Treatment Centers in the amount of $269 , 680 for the period July 1 , 1987 through June 30 , 1988 for provision of a six-bed residential treatment program and off-site intensive day treat- ment program for mentally disturbed adolescents . This document includes a six-month automatic contract extension from June 30 , 1988 through December 31 , 1988 in the amount of $134 ,840. II . FINANCIAL IMPACT : This contract is fully funded in the Health Services Department Budget for 1987-88 (org . 115952 ) , including a budget augmen- tation which was provided by the Board of Supervisors for insur- ance and program cost increases . The Contract Payment Limit is funded by State Mental Health funding and County fuinding. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing these children ' s mental health treatment services at its residential and day treatment facilities in Richmond under an automatic extension of the FY 1986-87 Contract 1124-351-5 . Novation Contract 1124-351-6 replaces the six-month automatic extension under the prior contract . These contract services are a vital and important. part of the County ' s continuum of care for children and adolescents . Children' s mental health clinics have long waiting lists of ado- lescents in need of residential treatment . This Novation Contract provides for the operation of a six-bed treatment faci- lity in Contra Costa County . Presently, the majority of disturbed adolescents must be sent to Napa State Hospital . Approval of the La Cheim Residential Treatment Centers Contract will continue to help curtail our utilization of Napa beds which is currently one of the highest in the State . It will also pro- vide residential treatment in the community closer to the fami- lies , and should enable the adolescents to return home in a much shorter period of time than if sent to Napa State Hosp al .
