SUBJECT: Approval of FY 1987-88 Novation Contract #24-429-2 with �M�
Tri-County Women ' s Recovery Services
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the
County, Novation Contract #24-429-2 with Tri-County Women' s
Recovery Services in the amount of $150 , 172 for the period
July 16 , 1987 through June 30 , 1988 for provision of women' s
alcohol program services and a 15-bed alcohol residential
recovery facility for women and children from Napa, Sol.ano
and Contra Costa Counties . This document includes a four-
month automatic contract extension from June 30 , 1988 through
October 31 , 1988 in the amount of $'60,460.
II . FINANCIAL IMPACT :
This contract is fully funded in the Health Services Department
Budget for FY 1987-88 (Org . #5915) , including a budget augmen-
tation which was provided by the Board of Supervisors for
insurance and program cost increases . The contract payment
limit is funded by the Federal Block Grant Women' s Set-Aside
Allocation from the State Department of Alcohol and Drug
Programs .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
This contractor has been providing these Women' s Set-Aside
Federal Block Grant project services under a 5 . 5-month
Contract #24-429-1 . Novation Contract #24-429-2 replaces
Contract #24-429-1 .
The State Department of Alcohol and Drug Programs granted
Federal Block Grant monies for new women' s services on the basis
of a highly competitive Request for Proposal in FY 1985-86.
Neighborhood House of North Richmond , Inc. submitted the propo-
sal which was selected for funding by the State for a 15-bed
recovery home to serve Napa , Solano , and Contra Costa Counties .

The State chose to allocate the money for these services through
the County rather than allocating the funds directly to the pro-
vider . Under the State-approved proposal , a new nonprofit cor-
poration was to be established to continue the operation of the
program beyond the start-up period .
Tri-County Women ' s Recovery Services assumed responsibility for
operation of the program effective July 16 , 1987 through an
Interim Contract with the County which was approved by the
County Administrator ' s Office and signed by the Purchasing Agent
on July 14 , 1987 . Novation Contract #24-429-1 replaced the
Interim Contract 124-429 and continued services through
December 31 , 1987 . Novation Contract 424-429-2 replaces
Contract #24-429-1 and continues the provision of services
through the end of the 1987-88 fiscal year .
This document has been approved by the Department ' s Contracts
and Grants Administrator in accordance with the guidelines
approved by the Board ' s Order of December 1 , 1981 (Guidelines
for contract preparation and processing, Health Services
Department) .
