Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Interagency Agreement #74–191–11 with West Contra Costa Unified School
District, a government agency, in an amount not to exceed $562,000, to provide wraparound
services to Severely Emotionally Disturbed (SED) children for the period from September
1, 2015 through June 30, 2016. This Interagency Agreement includes a six-month automatic
extension through December 31, 2016, in an amount not to exceed $281,000.
FISCAL IMPACT:
This Contract is funded 49% by Federal Financial Participation, 50% by Mental Health
Realignment and 1% West Contra Costa Unified School District.
BACKGROUND:
This Contract meets the social needs of County’s population by providing child-family team
facilitators and other wraparound services to families of children with serious emotional and
behavioral disturbances; facilitates multi-agency collaborative service delivery; and
minimizes the need for crisis services and involvement with the Juvenile Justice System.

CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer wraparound services available to
families of children with serious emotional and behavioral disturbances in West Contra
Costa County, which may result in the need for crisis services and involvement with the
juvenile justice system.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
