HomeMy WebLinkAboutMINUTES - 11102015 - C.50RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #72-038-1 with Nurse-Family Partnership, a Non-Profit Corporation, in an amount not to exceed $100,000, for home visits for first time mothers in Contra Costa County, for the period from July 1, 2015 through June 30, 2019. FISCAL IMPACT: This Contract is funded 21% by the California Department of Public Health Grant and 79% County Funds. BACKGROUND: The California Department of Public Health, Maternal, Child and Adolescent Health (CDPH/MCAH) Division, California Home Visiting Program has awarded funding to the County to implement the Nurse-Family Partnership (NFP) within at-risk communities. The Nurse-Family Partnership Project represents a highly refined approach to the long-established service strategy of home visiting. Starting at or before the 28th week of pregnancy, clients are visited at home, one-on-one with a trained nurse and visits continue throughout the pregnancy and the first two years of the child’s life. BACKGROUND: (CONT'D) Approval of Contract #72-038-1 will allow Contractor to continue the Nurse-Family Partnership Program to provide home visits for first time mothers in Contra Costa County, through June 30, 2019. Board of Supervisors approval is required because of deviation from the County’s Standard Form Contact. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, Contra Costa County first time mothers would not receive the services of the Nurse-Family Partnership Program. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families.” Expected program outcomes include better pregnancy outcomes, improve the children’s health and development and help families become economically self-sufficient by working with parents to develop a vision of their own future, plan future pregnancies, continue their education, and find jobs.
