D.4 CONSIDER introducing Ordinance No. 2015-22, amending the 2013 California Green Building
Standards Code to establish electric vehicle parking and charging station standards, waiving reading,
and fixing December 8, 2015, at 9:00 a.m., for a public hearing to consider adopting the ordinance, as
recommended by the Ad Hoc Committee on Sustainability. (Supervisor Gioia)
J ason Crapo, Director of Building Inspection, presented the staff report.
Chair Gioia noted that Contra Costa is the first county to propose a local ordinance regarding
standards for electric vehicle parking and charging stations. The county ordinance would
provide for more Electric Vehicle Charging Stations (EVCS) than is mandated by the recently
adopted State code. He noted that the State law requires the wiring to be installed for the EVCS,
while the County ordinance would require actual installation of the charging unit. He clarified
that the ordinance applies to new building construction.
Chair Gioia has been in discussions with Pacific Gas & Electric Company (PG&E) regarding
the installation of EVCS units in existing locations. PG&E has an application before the Public
Utilities Commission (PUC) to fund via the electric bill the installation of EVCS units. He read
supporting comments from PG&E into the record (attached).
The Supervisors discussed the number of parking spaces in residential and commercial lots that
would be required to have an EVCS. As presented today, the ordinance would require one
EVCS for multi-family residential lots with 3 or more units, versus the state mandate of 17 or
more units. This is to fill in a gap in the state model -currently there are regulations for a
single-family home and for multi-family units of 17 or more.
The Supervisors discussed the calculations for the number of charging units relative to the
number of total parking spaces in nonresidential lots. All concurred that the designation of 1
charging unit per 1-10 parking spaces should be amended to be 1 charging unit per 5-10
parking spaces.
The Supervisors discussed the appropriateness of the designated number of spaces in regard to
businesses of a transitory nature, such as a stand-alone gas station or convenience store or fast
food restaurant, in which the customer is expected to be on the site 30 minutes or less. (A full
recharge is approximately one hour at this time). Mr. Crapo will further investigate local trends.
Supervisor Piepho noted that grants may be available from the Bay Area Air Quality
Management Board.
DIRECTED staff to return to the Board on November 17, 2015 with an amended version of the
proposed ordinance that addresses the Board's recommendations regarding numeric thresholds
and possible exemptions raised by the Supervisors today, with additional background regarding
the usage history and projected needs of the public for electric vehicle charging stations.
D.5 CONSIDER accepting an update from Department of Conservation and Development staff on the
status of the draft Community-wide Climate Action Plan. (Jason Crapo and Will Nelson,
Conservation and Development Department)
Will Nelson, Department of Conservation and Development, presented the staff report.
Supervisor Andersen requested language be added to the CCAP to reflect the County's
exploration of community choice aggregation program possibilities, the County's support for
Priority Economic Development Area's in residential areas to achieve lower vehicle miles
traveled, and additional information on who the Bay Area Outreach Campaign is and how the
County contributes to it.
Chair Gioia requested information on how many cities have adopted a CCAP.
The CCAP is out for public and CEQA review/commentary. The review period will come to a
close on November 30 2015. Staff will incorporate all commentary received from those and
today’s input from the Board in its next report to the Board at the end of the year.
ACCEPTED the report; and DIRECTED staff to return with the amendments and informational
requests made today.

D.6 ACCEPT report from the Planning Integration Team for Community Health (PITCH) on
accomplishments since the previous PITCH report in May 2013, DISCUSS future health-related land

D.7 CONSIDER authorizing the Health Services Director to direct Contra Costa Health Plan to issue
enrollment cards to participants of the Contra Costa CARES Program, which will provide primary
health care services to adults not covered by the Affordable Care Act, and appropriating $500,000
from the County General Fund for community clinic services. (100% County General Fund – SB90

Intermittent -Project status;
Melody Lacy, SEIU IHW, asking the Board to approve a living wage without taking away
medical coverage;
Ronald Arrington, spoke in support of ARC and the American with Disabilities Act.
D. 9 CONSIDER reports of Board members.
Supervisors Piepho and Mitchoff attended meetings in Washington, D.C. with legislators on
behalf of the Five Counties Delta Coalition to express concerns regarding the Governors
proposed water project and other delta related matters.
Supervisor Mitchoff commended Supervisor Piepho on her knowledge and her substantial efforts
on behalf of protecting the Delta. She noted she was very disappointed at some subsequent
unflattering and unsupportive comments from Governor Brown.

Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to address the Board should

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the
Clerk of the Board to a majority of the members of the Board of Supervisors less than 96 hours prior to that meeting
are available for public inspection at 651 Pine Street, First Floor, Room 106, Martinez, CA 94553, during normal
business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one
motion. There will be no separate discussion of these items unless requested by a member of the Board or a member
of the public prior to the time the Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments
from those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is
closed and the matter is subject to discussion and action by the Board. Comments on matters listed on the agenda or
otherwise within the purview of the Board of Supervisors can be submitted to the office of the Clerk of the Board via
