DISCUSSION ITEMS
D. 2 PUBLIC COMMENT (3 Minutes/Speaker)
Julie Linford, founder of Outcast Cat Help, spoke on the groups efforts with stray and feral
cats. Cats are trapped, spayed/neutered, vaccinated, eartipped and returned to where they were
trapped. 98 cats have been managed with the return to field program. She requested assistance
from the Board without having to wait for the appointment of a new Animal Services director
and would like the Board's support in locating funding;
Chair Gioia noted for the public that there are conflicts with the proposed program. There are
concerns about the effect of the cat population on birds, particularly from the Audubon Society.
He said the issue would need careful consideration.
Mr. Twa, County Administrator said the County expects to have a new Director appointed
within 1-2 months.
Glenda Dugan, resident of Walnut Creek, relayed her experience with the animal care situation
in the County.
Stefani Buzzard, President of No Kill Contra Costa County, said they have submitted several
public records request and expressed her gratitude to staff for all their help. She explained the
five initiatives in the Million Cat Challenge, which was accepted by Contra Costa Animal
Services. To date, there is no action yet to participate in the challenge. (handout attached).
D. 3 CONSIDER introducing Ordinance No 2015-05 (Version A or Version B) to authorize a seven
percent salary increase for members of the Board of Supervisors, effective June 1, 2015, and
determine whether the ordinance should tie Board members’ salaries to 56.5% of California
Superior Court judges salaries now and into the future; WAIVE reading; and FIX March 10, 2015
for adoption. (David Twa, County Administrator)

D. 11 CONSIDER reports of Board members.
Supervisor Mitchoff mentioned the beautiful photographs displayed in the hallway and
chambers provided by local artists of the Bay Area and invited the public to view them.
Supervisor Piepho announced the March 19, 2015 opening of the Concord Family Justice
Center and noted that the possibility of opening an East County justice center would be a topic
of conversation at the Delta 6 meeting with the mayors and city managers of East County this
afternoon as well as the Martinez Mayors Conference Thursday evening. Supervisor Piepho
reported that the economic summit on agriculture on Friday February 27, 2015 in East County
that included discussion of the Northern Waterfront Initiative in regard to improving the
quality of life in the region and bringing jobs close to home. She participated as a panelist at
State Water Resources Board for fresh waterflows and attended a weekly forum on water at
which Senator Lois Wolk was the keynote speaker. Supervisor Piepho's commentary was noted
in editorials in Chronicle and the San Jose Mercury News.

Supervisor Andersen attended a meeting with the East Bay Economic Development Alliance
and the East Bay leadership Council in Sacramento on TriValley Innovation. She said the
discussion centered around business concerns including streamlining the CEQA (California
Environmental Quality Act) process to assist and simply the process for businesses to grow and
have appropriate infrastructure.
Chair Gioia attended a legislative meeting of the National Association of Counties on behalf of
the California State Association of Counties in Washington D.C. They were able to visit with
several legislators, including U.S. Senators Feinstein, Boxer and DeSaulnier (former
Assemblymember and District IV Supervisor). Unfortunately there has been no resolution
toward funding a transportation bill yet.
