APPROVE the 2015 Countywide Area of Benefit (Project), Countywide. [Project No. 0676-6R4070, DCD-CP#
15-03] (Countywide), and
DETERMINE that the activity is not subject to the California Environmental Quality Act (CEQA), pursuant to
Article 5, Section 15061(b)(3) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of $50 fee to the County Clerk for filing the Notice
of Exemption, and a $25 fee to Department of Conservation and Development for processing.
FISCAL IMPACT:
100% Area of Benefit Funds.

Subject:APPROVE the 2015 update to the Areas of Benefit Programs and related actions under the California Environmental
Quality Act.
BACKGROUND:
The Areas of Benefit (AOB) throughout the County are fee mechanisms, allocating money collected from
developers to fund road improvement projects that mitigate traffic impacts generated by new residential,
commercial, industrial, and other developments. There are several separate AOBs within the County (Fig.1). The
purpose of the AOB update is to make adjustments to each of the current AOB project lists and fee schedules to
meet changing traffic mitigation demands and needs within Contra Costa for each of the Areas of Benefit. The
update is needed to ensure that the amount of fees charged accurately reflects the effects of annual inflation for
each of the listed county AOBs and meets the current traffic mitigation needs. This CEQA document addresses
the adjustments to the Countywide Areas of Benefit only. Each roadway project to be covered by the 2015
Countywide Area of Benefit Updates will be addressed by individual project-specific CEQA documents.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project may result in a delay of program updates.
